Description
NASA/HQ has a Congressionally mandated requirement to plan, develop, and implement a NEAR EARTH OBJECT (NEO) Survey program to detect, track, catalogue, and characterize near-Earth objects, and to study possible alternatives to carry out the survey program and to divert an object on a likely collision course with Earth. NASA must report back to Congress on these alternatives. The goal of the survey program is to catalogue 90% of all NEOs, less than or equal to, 140m diameter in size within 15 years. In support of this survey, NASA intends to contract with Johns Hopkins University (JHU)/Applied Physics Laboratory (APL) to collaborate with the survey team to accomplish the Congressional program objectives. JHU/APL has world-recognized expertise in asteroid characterization missions, having successfully managed the Near-Earth Asteroid Rendezvous (NEAR) mission. NEAR was the first mission to rendezvous with an asteroid, and the only mission to-date to soft-land on an asteroid. APL's unique experience in exploring and characterizing asteroids is essential to understand the issues for NEO threat mitigation, and providing a thourough and complete answer to Congress. NASA/HQ intends to purchase this service from JHU/APL. The authority is 10 U.S.C.2304(c)(1) "only one responsible source" The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on JUNE 16, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
