Description
The United States Environmental Protection Agency (US EPA), Office of Pollution Prevention and Toxics (OPPT), anticipates conducting a full and open competition to award a Level of Effort, Cost Plus Fixed Fee contract to place work assignments for chemical review and evaluation services. This contract is anticipated to have a one-year base period with two (2) one-year option periods for a total potential period of performance of thirty-six (36) months. The applicable North American Industry Classification Code (NAICS) is 541690 "Other Scientific and Technical Consulting Services" with a size standard for small businesses of $6.5 million. The formal solicitation is not available at this time; however it is currently anticipated to be released on or about June 22, 2006. Proposals will be due approximately 30 days after release of the formal solicitation. OPPT is responsible for the evaluation of chemical substances under the Toxic Substances Control Act (TSCA). Under Section 5 of the Act, the EPA may evaluate new chemical substances (i.e. chemicals not listed on the TSCA Chemical Substance Inventory) for their stated uses, their potential new uses, and potential risks associated with those uses. Existing chemicals evaluated under Sections 4 and 6 of TSCA may also be evaluated for the potential risk associated with their various uses. In these cases, the EPA may develop regulatory requirements to protect humans and the environment from injury resulting from manufacture, processing, intended and potential new uses, and disposal of existing and new chemical substances and their metabolites. The contractor will be required to support OPPT in performing chemistry analysis of the manufacturing, processing, use, distribution and disposal of new and existing chemical substances in compliance with TSCA and other statutes such as the Pollution Prevention Act (PPA) and Superfund Amendments and Reauthorization Act (SARA). The contractor will be required to perform the following work with respect to gathering and developing information on the detailed chemical identity, structural representation, composition, physical properties, chemical properties, byproducts, impurities, synthetic reactions, derivative reactions, degradative reactions, processing, and use characteristics of a wide range of organic and inorganic chemical substances that are subject to TSCA authority. This shall include: (1) planning, conducting, and reviewing information searches; (2) calculating, extrapolating, and making professional judgments to supply missing data and identifying obvious and non-obvious data gaps; (3) validating, verifying, correlating, classifying, indexing, summarizing, clarifying, interpreting, and assessing other aspects of the data; and (4) providing written and oral reports of the results. The deliverables under this contract require a quick turnaround time, such as a 6-hour turnaround time for Premanufacture Notices.
