Description
FISC Norfolk Contracting Department, Philadelphia Office intends to acquire Anopheles stephensi mosquitoes and Anopheles stephensi mosquitoes infected with Plasmodium falciparum parasites, and the purification of Plasmodium falciparum parasites from the salivary glands of Anopheles stephensi mosquitoes, in order to facilitate malaria vaccine development by the Naval Medical Research Center (NMRC). The resultant contact is responsible for maintaining a facility and producing the following in support of NMRC: (1) Sixteen (16) containers of uninfected Anopheles stephensi mosquitoes per month, and the capacity to provide an additional 10 containers of uninfected Anopheles stephensi mosquitoes per month. Containers will contain 200-250 female mosquitoes on average; (2) Four (4) containers of P. falciparum-infected Anopheles stephensi mosquitoes per month, and the capacity to provide an additional 18 containers of P. falciparum-infected Anopheles stephensi mosquitoes per month. Containers will contain 150-200 female mosquitoes on average. At least 50% of the mosquitoes will be infected; and (3) Five (5) million irradiated, purified (>96%), infectious P. falciparum sporozoites for NMRC to use as reagents per month (e.g. for hepatocyte assays, IFAT slides, immunoblot reagents, etc.), during those months when the full complement of mosquitoes specified in (2) above is not required during the preceding month. These sporozoites shall have been purified by a process established to remove greater than 96% of contaminating salivary gland material and mosquito parts, and not to reduce the infectivity of P. yoelii sporozoites in vivo and P. falciparum sporozoites in vitro by more than 15%. The Government intends to acquire these services on other than a full and open competitive basis with Sanaria, Inc., 12115 Parklawn Drive, Suite L, Rockville, MD under the authority of 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy the Agency Requirements, as implemented by FAR 6.302-1. The period of performance for the resultant contract will consist of a seven (7) month Base Period commencing on or around 22 July 2006, plus four (4) additional three month options. Award of a Firm Fixed Price contract is anticipated. This notice of intent is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered not 26 applies.
