- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA intends to procure on an other than full and open competition basis a flight demonstration briefing report detailing Story Maker's integration into a Customs and Border Protection (CBP) P-3 aircraft and its capability applicable to the P-3 fleet and the Department of Homeland Security (DHS) Air and Marine Operations Center (AMOC). Story Maker is a software package that provides an overall reconnaissance architecture that stresses multi-service/multi-platform utility, interoperability among existing and planned airborne reconnaissance components, timely dissemination of intelligence information to operational forces, enhanced combat identification capability, and high payoff multi-use technology. The flight demonstration briefing report will be delivered FOB destination to China Lake CA approximately 6 months after contract award. This requirement is limited to General Dynamics as it is a continuance of effort already underway. General Dynamics is also the sole developer of Story Maker and the only contractor that maintains the requisite skilled workforce and experience that can extend the current Story Maker capability to encompass the AMOC functional requirements. Any firms believing that they can meet the above listed requirements, clearly showing their ability to do so, may submit a written response to be received at the contracting office no later than 25 Jul 06. All responsible sources may submit a proposal, which shall be considered by the agency. Contract award is expected on or about 28 Sep 06.
