- The United States Department of the Interior (DOI), Bureau of Indian Affairs, (BIA), Eastern Oklahoma Region requires support services for the distribution of judgment funds remaining from a 1980 judgment fund distribution. The distribution will be made to certain Delaware Indian Individuals. This work will require updating the per capita payment roll prepared pursuant to the Act of August 1, 1980 for the Delaware Indians. The scope of work includes all activities associated with the development of a per capita payment roll for the distribution of Delaware judgment funds consistent with the terms of a settlement agreement in Cherokee Nation v. United States. These activities include: (1) Publication of no less then 2 notices in 6 newspapers regarding preparation of the payment roll; (2) No less than 6 community meetings to inform Delaware Indians of the payment and the eligibility criteria; (3) A minimum of 4 mailouts to approximately 12,000 Delaware Indians determined eligible to share in the 1980 payment; (4) Research of BIA, Tribal, County, State and Federal Records for the purpose of locating individuals and heirs of deceased eligible applicants; (5) Verify and document eligibility status to share in the payment; (6) Prepare, monitor, verify, and reconcile payment roll and (7) prepare distribution documents. The Contractor will provide qualified staff, furnish office furniture and fixtures, office supplies, computer equipment must meet BIA Information Technology specifications and requirements. Contractor staff will be required to successfully meet BIA security background investigations. The project will be performed at the BIA, Eastern Oklahoma Regional Office, 3100 W. Peak Blvd., Muskogee, Oklahoma with the exception of public meetings and research and the government will make space available for rental and will include telephone service.
