Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Contractor will use established techniques in order to adjust for correctness all data colected from continuous remote monitors located at Cannelton, Newburg, Myers and Smithland Locks and Dams. In addition to providing for continuous transmission of real time data via satelite, the Contractor will provide the bi-weekly data in Excel format, downloaded from DataSonde units, adjusted and verified as correct, based on analysis of instrument drift, missing data and analysis of environmental conditions tha t may have caused unusual or incorrect readings. A Quality Control Plan must also be submitted, addressing each aspect of contract duties. The Contractor must be on call to address all problems within 24 hours of initial problem observation. The Contractor is to provide expert knowledge and advice. A learning curve is not allowed. Any subcontracting should be limited to 10 per cent or less . We want someone to be completely responsible for their actions. The Contractor must use a two person team for each site visit, for safety's sake. The contractor must be proficient in downloading data from DataSonde units for importation into Excel for mat. We are asking for ten site visits during the length of each year, from June through September.
