Description
Description: The purpose of this announcement is to request proposals for a one (1) week demonstration effort at the specified government test site to detect and classify moving and stationary vehicles using high resolution SAR and GMTI capable radar. Proposals should be submitted against the I2WD BAA Solicitation No., W15P7T-04-R-P008, ISR Subtopic 2  Radar Applications, for a 4QFY06 award. The Government has total of $480K for contracts, and is planning to award up to three contracts. Award is not guaranteed and t he Government does not intend to pay for information received. The specific intent of this effort is to demonstrate the capabilities of the existing lightweight SAR/GMTI radars and assess current technology maturity level. Assessment will utilize Draft SAR/GMTI Requirements Document for mini-SAR/GMTI in Shadow UAS as the basis for requirements. The government will provide demonstration plan/procedures, test site, test targets and office space needed at site for this demonstration. The government does not intend to pay for the development of radar, integration of rad ar onto aircraft, and equipment needed for recording and reduction of the collected data. The demonstration will be scheduled to be conducted in October 2006 at Ft. Huachuca, AZ. The vendor should plan for one week demonstration consisting of one day set up, three days of data collection (up to 4 hours of flight time each day), and one day to pack-up after demonstration. The following is a synopsis of the proposed Shadow SAR/GMTI requirements. The demonstration systems are not required to meet all of the following, but selection of participants will be partly based on stated maturity levels. 1) The total radar payload weight should be less than 65 lbs. Radars with minimal weight are preferable. 2) The radar should be capable of operating in SAR and GMTI modes. 3) The GMTI mode will detect vehicles, standard military target 5.15m x 1.75m x 1.86m (L x H x W), moving at the speed of 10-70kph to a range of 7km at 8000ft AGL altitude. The GMTI sensor will be capable of revisiting 345 degrees once every 30 seconds and will be capable of selectable sector scans. 4) The SAR mode will have a wide area search mode of 1.0m resolution and a spot mode of 0.3m resolution to a range of 7km at 8000 ft AGL altitude. 5) The SAR sensor system will have a Target Location Error (TLE) which supports the air vehicles Target Location Accuracy (TLA) of less than 25m while at 7km standoff range. 6) The SAR/GMTI sensor system will maintain an operational availability (Ao) of 80%. 7) The SAR/GMTI sensor system will provide near real-time imagery to the controlling station. The lightweight SAR/GMTI radar integrated on the contractor aircraft, and on board data recorders will be capable of data collection according to government demonstration plan. The demonstration plan will be provided shortly after contract award. Governm ent will consider feedback on the demonstration plan from contractors. The reduced/processed data will be provided to the government according to the STANAG 4607 and NITF 2.1 or equivalent formats on CD and/or DVD media. The analysis and report for this demonstration will be written by the government. Vendors without having the required lightweight SAR/GMTI radar integrated on the contractors platform ready for demonstration will not be considered.
