Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an urgent unrestricted requirement that shall be awarded as a firm fixed price contract under Solicitation Number W9124N-06-R-0007. The Defense Language Institute, Presidio of M onterey, California is soliciting proposals for the following requirement: Item 0001: CL-150 Technology Matrix for Critical Languages, a special purpose language learning software system for multiple domains that provides interactive language learning pro grams to both DLI resident and nonresident users communities. The general requirement is for software, integration, training and support for a language learning system to support multiple languages as specified by DLIFLC. System to include but is not li mited to Central Asian and Pacific Rim languages, and must support a wide range of languages and military domains. Must be able to develop and integrate new and lesser-known languages quickly and proficiently. Key differentiators: Interactive language, Independent learning, less commonly taught languages Military content, and Quick development (Brand Name or Equal, for any product other than brand name, descriptive literature sufficient for technical evaluation must be provided with proposal). See the attached Statement of Work for additional specifications. Provide FOB Destination: DLIFLC, Presidio of Monterey, CA, 93944. Payment will be made by Government Purchase Card. Period of Performance: 1 year, August 15, 2006 thru August 14, 2007. Offers ar e due no later than 4:00 PM Pacific Standard Time, Monday, June 12, 2006 and shall be submitted electronically to Malissa.williams@monterey.army.mil. The synopsis/solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The SIC code is 7371. The FSC is 7030. The following Provision and clauses apply to this acquisition: 52.212-1, Instructions to Offerors Commer cial items, and 52.212-2 Evaluation of Commercial Items, EVALUATION CIRITERIA / PROCEDURES: Offers will be evaluated based on the following best value criteria in order of importance: Technical, Past Performance, and Price, with technical and past perfo rmance being equal to price. As technical becomes more equal to price, price become more important. Offerors shall include a completed copy of FAR Provision 52.212-3 Offerors Representations and Certification Commercial Items (ORCA May be used), applica ble to this acquisition and furnish Offerors Federal Tax Identification Number, Cage Code, and DUNS Number with this offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items, the clause at 52.212-5, DFARS Contract Terms and Conditions apply to this acquisition; the following clauses within 52.212-5 applies: FAR 52.203-3, 52.203-6 Alt I, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.225-13, 52.204-7 and 52.232-36, and FAR 52.214-21 Descriptive Literature.
