- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a notice of RFP issuance. All sources capable of providing the required services are being sought. The C-5 systems group is conducting market research to seek qualified sources capable of production and installation of the Large Aircraft Infrared countermeasure (LAIRCM) on C-5 aircraft. A production and installation contract will be awarded in April 2007 for the purpose of fielding 5 systems in FY08. The government does not own the data rights or drawings for the system; therefore, to avoid duplication costs, a prospective company must possesses all C-5 source data required to accomplish this effort. The estimated period of performance will be for a 48 month period. The contractor must ensure that the LAIRCM system integrates with all systems, subsystems, and components of the C-5 aircraft. LAIRCM must be installed in the aircraft without any degradation of performance of the aircraft. Both the Avionics Modernization Program (AMP) and Reliability Enhancement and Re-Engineering Program (RERP) must be considered for installation of the LAIRCM system. Additionally Air Mobility Command (AMC) has directed 5 C-5B aircraft containing LAIRCM hardware must be completed not later than FY08 to fulfill mission requirements. The government will not pay for any information submitted in response to this request. Interested businesses are required to submit their statement of interest and capabilities to LaToya Brown.
