Open Innovation Support Services Performance Work Statement Open Innovation is an emerging concept that taps into and utilizes the nation?s knowledge and technology to solve problems. In this model, problems are posed (by the Requestor, in this case the Air Force Research Laboratory or AFRL) to a network of experts (potential Sources) that can offer solutions. When a solution is provided, the Source is provided compensation by the Requestor for the solution. Efficient methods to access these Sources of knowledge and solutions are a key to effectively implementing Open Innovation and realizing the benefits of this new paradigm. The current solicitation is for services to support the application of an Open Innovation framework for Air Force Research Laboratory, and the utilization of this framework for solving four (4) research problems. These problems will be focused and unambiguous problems that require specific research or technology solutions. Under CLIN 0001, the contractor will provide access to the infrastructure and services that provide the capability to tap into applicable knowledge and solutions, provide training and support for the development of four (4) appropriate problem statements and solution criteria suitable for use with that system, and act as an intermediary and screener between AFRL and those sources of knowledge/solutions that are submitted in response to problems. The contractor will present candidate Source?s knowledge/solutions to AFRL, and those that are deemed by AFRL to satisfactorily solve the problem will be considered a deliverable (see CLINs 0002-0005 below). These solutions are not proposals to develop the solutions, but actualizable hardware, software, data or plans that meet the intent and requirements of solving the problem statement. The contractor will provide support for allocation of intellectual property rights between AFRL and Sources, and will support the development of binding confidentiality agreements, if appropriate, or other arrangements to maintain the anonymity of either the Source and/or AFRL, if desired. The basic effort (CLIN 0001) covers all labor, training, travel, and fees for the management of the open innovation solution process as described above and will be for a duration of one year. The problem statements will be developed with support from contractor within 60 days of award, and will be posed to a network of Sources for the remaining duration of the contract, or until a period of time less than 1 year specified by AFRL has passed, or until successful solutions are obtained. Contractor shall provide monthly updates on the status (including number of responses and inquiries) of problem statements, and shall submit screened solution offers from Sources within 14 days of receipt. An overall final analysis report of total findings shall be provided to the Government after technical period of performance. The four research problems will be determined after contract award, and will be associated with CLINs 0002-0005. These CLINs will be fixed price instruments for which payment will be provided upon successful delivery of a solution to one of these research problems.
