- Description
- The Department of Homeland Security (DHS), United States Coast Guard (USCG), Telecommunication and Information System Command (TISCOM), Coast Guard Information Assurance Office has a requirement for custom onsite Information Systems Security Manager and Information Systems Security Officer training. The Information Assurance (IA) Division addresses the protection of all Coast Guard systems and information they contain. The IA Division has a continuing responsibility to protect the confidentiality, integrity, and availability of information systems and to ensure essential Coast Guard functions are carried out. The Federal Laws that govern this policy are bound within the following; the President?s National Strategy to Secure Cyberspace, Feb 03; National Security Telecommunications and Information Systems Security Directive (NSTISSD) No. 501, 16 Nov 92; Federal Information Security Management Act (FISMA), 17 Dec 02, and P.L. 100-235, Computer Security Act of 1987, dated January 8, 1988, which requires mandatory periodic training for all persons involved in management, use, or operation of federal computer systems that contain sensitive information. Because of these responsibilities, CGIA requires this aforementioned training to be compliant with the Committee on National Security Systems (CNSS), which operates under the National Security Agency (NSA) DHS/USCG has concluded their requirements will best be met through a custom developed course designed for Department of Defense, Combatant Command, Service or Agency (CC/S/A) and federal critical information infrastructures. The courses shall address knowledge factors and functional requirements established for Level I, Level II and Level III Information Assurance (IA) Management training with increased focus on design, integration and management of information system security policies, processes, practices and procedures within DOD, CC/S/A and federally controlled information systems and networks. DHS/USCG intends to negotiate with Cynergy Security Services on a sole source basis. Cynergy Security Services is formally accredited by the Committee on National Security Systems (CNSS), which operates under the National Security Agency (NSA) to provide comprehensive certification training for Information System Security Managers (ISSMs) and Information Assurance Managers (IAMs). Cynergy Security Services is a small women/veteran owned business providing Information Assurance (IA) services to the Department of Defense, Intelligence, Federal and commercial communities. Any contractor contemplating this requirement shall be formally accredited by the Committee on National Security Systems (CNSS), which operates under the National Security Agency (NSA). The United States Coast Guard is interested in Information Systems Security Manager (CNSS standard 4012) and Information Systems Security Officer (CNSS standard 4014) only This is a small business set-aside acquisition. It is contemplated that award shall be made utilizing Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals. No telephone inquiries will be honored.
