Description
The National Institute of Standards and Technology (NIST), Boulder CO proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1) with Coherent Laser Group, 612 Race Street, Denver, CO 80206 for a 10 W solid state, single-frequency laser. The laser serves two purposes: 1) as the pump source for an existing Titanium Sapphire laser oscillator required for coherent manipulation and trapping of ultra cold atomic samples; 2) for coherent manipulation and trapping of ultra cold atomic samples. Both applications require >10 W, single frequency, very low noise operation (both intensity noise and frequency noise), with good long-term stability. Specifications for the required solid state, sealed, single-frequency laser are: 1) Power >10 W wavelength 532 nm; noise ,0.03% rms; noise bandwidth 10 Hz to 1 GHz linewidth <5 MHz, single longitudinal mode; Power stability +/-1% over 2 hours after 15 minute warmup; pointing stability <5 microradians per degree Celsius; 2) The laser must deliver non-mode-hop, single-longitudinal-mode output; ie, linewidth must be under 5 MHz. Systems based on a multi-axial design (MAD or QMAD) are not acceptable because of the wide linewidth and mode-beating noise inherent in this design. 3) The laser must have a noise performance of lower than 0.03% rms from 10 Hz to 1 GHz. Systems that specify noise in smaller bandwidths are not acceptable because they under-measure the total noise output. This low-noise performance is required for coherent manipulation and trapping of ultracold atomic. 4) To ensure maximum pump diode lifetime, the laser system must automatically and continuously optimize the pump diode wavelength to maximize optical conversions efficiency. Systems that use an assumed pre-programmed decay rate are unacceptable. 5) When replacing the pump laser diode modules, the laser head position and beam propagation path must not change, nor shall the laser cavity require any realignment or exposure to the laboratory environment. Therefore, the pump diode module and the delivery fiber must detach from each other; the delivery fiber must not detach at the laser head when replacing the laser pump diode module. 6) The pump diode delivery fiber must be single-core multimode. Multiple fiber bundles are not acceptable because of the reduced pumping efficiency and lifetime. 7) All specifications must be clearly stated in published vendor brochures and/or data sheets. Through market research it was determined that Coherent Verdi is the only product fulfilling all specifications including the single longitudinal mode. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). Information submitted in response to this notice will be used solely to determine whether on not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. Questions should be submitted in writing to the contracting officer either by fax or e-mail before June 22, 2006. Anticipated award date is June 23, 2006.
