Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Protected Resources Division (PRD) located in St. Petersburg, Florida intends to procure professional services from a qualified firm to increase and improve NMFS? communications with the federal and commercial maritime representatives regarding the plight of the critically endangered Right Whale. Maritime representatives that shall be the focus of this work include shipping industry representatives, port agents/ports authorities, harbor masters, shipping/ports/maritime associations, vessel pilot organizations, cruise lines, U.S. Navy, U.S. Coast Guard, U.S. Army Corps of Engineers, and other State/Federal vessel interests, etc. The contractor shall also communicate the status of NMFS? efforts to implement ship strike reduction and related plans to commercial vessel operators and representatives, explain the need for such plans, obtain feedback from user groups, alert NMFS to potential issues, and assist in resolving problems. Vessel strikes are a major source of mortality. Efforts to address vessel strikes required Presidential intervention to pass a Mandatory Ship Reporting System (MSR) through the International Maritime Organization (IMO). The goal of this contract is to: 1. Implement an education and outreach program informing commercial mariners of the critical status of the right whale and current right whale-related issues, methods for mitigating vessel-related threats to right whales, NMFS? efforts to implement ship strike reduction and related plans for right whales, and the need and importance of maritime industry participation in these programs. 2. Achieve cooperation and compliance with voluntary and regulatory means of reducing the potential for whale/vessel collisions. 3. Develop, in coordination with the maritime industry, possible regulatory measures that will reduce the potential for whale/vessel collisions. The contractor will be responsible for developing, fostering, and maintaining partnerships with the maritime communities in the area from North Carolina to Melbourne, Florida. Partnerships shall be established and maintained at all levels; particularly with shipping agents, shipping companies, port operator groups (port authorities as well as companies with private shipping facilities), local/regional marine transportation organizations, harbor pilot associations, and tug and barge operators, etc., to increase awareness of right whales and the need to adopt special operating procedures when traveling in or near the right whale Southeast U.S. critical habitat. The contractor will also be required to: work with industry and Coast Guard Marine Safety Offices to increase MSR compliance rates; participate in various meetings (i.e. Southeast Implementation Team for the Recovery of the Northern Right Whale semi-annual meetings. Industry meetings, conduct site visits, harbor pilot association meetings, etc.); assist NMFS in the development and implementation of management strategies/regulations; prepare written monthly progress reports; and travel as required. The Contractor shall provide all items necessary to perform the services described herein, which shall include but are not limited to: office facilities, supplies, equipment, hardware, software, professional expertise, travel expenses, etc. The Government intends to award one multi-year (1-5 year) contract under FAR Part 12 (Acquisition of Commercial Items) and FAR 15 (Contracting By Negotiation). This is a 100% small business set-aside solicitation. The NAICS code is 541990 and the small business size standard is a maximum $6M. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA).
