Description
DESC: The U.S. Department of Commerce (USDOC), International Trade Assistance (ITA), has a requirement for a Service Contractor (SC) for the Rural Export Initiative (REI) located at the Philadelphia U.S. Export Assistance Center, Philadelphia, PA. The contractor will be responsible for assisting senior personnel with analytical and/or trade development programs and handling routine work independently. Duties and Responsibilities: 1) Support and assistance of rural clients which entails both administrative and programmatic management assistance in the areas of strategic planning, client services, appointment scheduling, trade events, trade partnership development, support of office operations and staff duties. 2) Develop and Implement Performance Measures, 3) Marketing and Outreach for the U.S. Export Assistance Center, 4) Special projects as implementing new software programs and generating guidance for the creation and development of office projects. 5) Office Operations- Serve as liaison between public and office staff. 6) Provide support in Public Relations and Customer Satisfaction. The government will not provide benefits and insurance. Place of performance will be the Philadelphia U.S. Export Assistance Center, Philadelphia, PA. The estimated total number of work hours is 1,992. This represents 40 hours per week. Work hours will be between 8:30 a.m. and 5:00 p.m. Contractor shall work a maximum of 8 hours per day, Monday through Friday except Federal holidays. Travel and subsistence expenses incurred shall be reimbursed in accordance with the Federal Acquisition Regulations and Federal Travel Regulations procedures. This requirement is exempt from coverage under the Fair Labor Standards Act. The work performed during the option period , if exercised will be the same as that performed during the base period. Knowledge Requirements: 1) Knowledge of basic principles and factors which influence trade and trade positions of various industries and countries. 2) Ability to research, analyze and interpret empirical trade and economic data and information, 3) Contractor shall be able in writing and verbally to efficiently summarize trade data and information clearly concisely. Unique Requirements: 1) Contractor must be available for reassignment and relocation within the United States. 2) Contractor must be able to effectively use and manage office automation hardware and applications software in the performance of duties, 3) Contractor shall be able to counsel on trade finance, referring clients to appropriate private and public sector sources and providing information on the mechanics associated with trade finance transactions. The period of performance is for a base period, estimated start date June 26, 2006 thru September 30, 2007, with one option period. The work performed during the base period will be the same for the option year, if exercised. This is a small business set-aside. The NAICS code for this action is 541611.
