Description
This is combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. Solicitation number HC1047-06-T-4023 is hereby issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation, and a written solicitation will not be issued. The Government will award one firm, fixed-price purchase order resulting from this solicitation on the basis of a technically acceptable low quote and past performance. Quotes shall include (1) a description of how the vendor will meet the requirements of this solicitation, (2) a firm, fixed-price for the base period and each option period, the delivery time frame, and (3) past experience/past-performance references. Vendors shall provide their DUNS and CAGE codes with their quote. The North American Industry Classification System (NAICS) code for this procurement is 541710. Business size standard is 500 employees. Services shall commence no later than 30 days after receipt of order (ARO). The period of performance is for a base period of 12 months and there will be 4 optional periods of performance of 12 months, for a total possible period of performance of 60 months. FOB is destination DISA, Arlington, VA. This solicitation incorporates the following provisions and clauses which can be found at http://farsite.hill.af.mil. FAR 52.212-1, 52.212-4, and 52.212-5 apply. FAR 52.212-3, ?Offeror Representations and Certifications-Commercial Items? and DFARS 252.212-7000, ?Offeror Representations and Certifications-Commercial Items? are required to be completed online at http://www.orca.gov. DFARS 252.204-7004, ?Required Central Contractor Registration? applies to this procurement. In order to be considered for award, offerors must be properly registered in the Central Contractor Registration at http://www.ccr.gov. DISA clauses: 52.209-9000 Organizational and Consultant Conflicts of Interest (OCCI) (a) An offeror shall identify in its proposal, quote, bid or any resulting contract, any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in FAR Subpart 9.5. This includes actual or potential conflicts of interests of proposed subcontractors. If an offeror identifies in its proposal, quote, bid or any resulting contract, a potential or actual conflict of interests the offeror shall submit an Organizational and Consultant Conflicts of Interest Plan (OCCIP) to the contracting officer. The OCCIP shall describe how the offeror addresses potential or actual conflicts of interest and identify how they will avoid, neutralize, or mitigate present or future conflicts of interest. (b) Offerors must consider whether their involvement and participation raises any OCCI issues, especially in the following areas when: (1) Providing systems engineering and technical direction. (2) Preparing specifications or work statements and/or objectives. (3) Providing evaluation services. (4) Obtaining access to proprietary information. (c) If a prime contractor or subcontractor breaches any of the OCCI restrictions, or does not disclose or misrepresents any relevant facts concerning its conflict of interest, the government may take appropriate action, including terminating the contract, in additional to any remedies that may be otherwise permitted by the contract or operation of law. 52.232-9000 Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA) (data provided after award) (a) As prescribed in DFARS clause 252.232-7003 Electronic Submission of Payment Requests (Jan 2004), Contractors must submit payment requests in electronic form. Paper copies will no longer be accepted or processed for payment unless the conditions of DFARS clause 252.232-7003(c) apply. To facilitate this electronic submission, the Defense Information Systems Agency (DISA) has implemented the DoD sanctioned Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA) for contractors to submit electronic payment requests and receiving reports. The contractor shall submit electronic payment requests and receiving reports via WAWF-RA. For payment problems related to WAWF-RA, the contractor should contact the Acceptor identified. (b) Definitions: Acceptor: Contracting Officer?s Representative, Task Monitor, or other government acceptance official as identified in the contract/order. (d) Points of Contact: Reference clause 52.204-9000, Points of Contact, for Contracting Officer, Contract Specialist, Customer/COR/TM and Contractor Points of Contact information. (e) Information:Additional DISA WAWF guidance and information for both contractor and government personnel is available at http://www.ditco.disa.mil/hq/WAWF/. The Defense Information Systems Agency intends to issue one award. ALL ITEMS OF SERVICE MUST BE QUOTED, OR THE QUOTE WILL NOT BE CONSIDERED. Price quotes must be in tabular format with each lot totaled and the entire quote totaled. DISA requires a web-based in-depth research and advisory services with unlimited agency-wide access in the information technology (IT) areas of networking, security, telecommunications and applications, collaboration, content management, service oriented architecture, content discovery/content delivery, portal, open source and modeling. The web-based access shall include an automated feature to search the repository for specific IT topics and allow instantaneous retrieval and display of topics that were searched. The contractor shall provide unlimited agency-wide access to services for all DISA staff. The contractor shall return all phone call and email inquiries within 3-business days. The contractor shall supply an up-to-date, on-demand repository of research that examines existing and emerging technologies. Research should aid NCES with long-term product and vendor selections. Research shall be objective, identify both positives and negatives from an IT-decision-maker?s point of view and assist in making objective, cost-based decisions in leveraging technology. The service shall include unlimited access to regular telebriefings on various IT issues and technologies, as well as unlimited access to communications by phone and email with IT analysts on specific IT topics. The service provider shall notify the government of annual technology conferences that bring together vendors, end-users, and consultants in a forum to present and discuss IT topics and trends. The service provider shall advise the government of how to register for such conferences. No telephonic responses to this synopsis/RFQ will be accepted.
