- The Administrative Office of the U.S. Courts (AOUSC) has a requirement for the provision of telephone conferencing equipment. Established in 1939, the Administrative Office is the administrative arm of the federal Judiciary devoted to serving the courts in fulfilling the federal judicial system's critical mission, which is providing justice to the citizens of this country. The agency provides service to the federal courts in three essential areas: administrative support, program management, and policy development. It is charged with implementing the policies of the Judicial Conference of the United States and supporting the network of Conference committees. And, it is the focal point for Judiciary communication, information, program leadership, and administrative reform. REQUIREMENTS Various Circuit Courts of Appeals desire to replace their mediation telephone conferencing equipment. These courts utilize their conferencing equipment in slightly different manners. Also, the number of mediators in each circuit varies from one to ten, and the mediators may be located in as many as three separate offices within a circuit. The common essential functions for the desired equipment are as follows: Conferencing: Each mediator must be able to originate conference calls from his or her individual location with participants on at least six separate lines Calling-in: Participants must be able to call in to the conference, as well as be called by the mediator Caucusing: Mediators must be able to create separate and simultaneous caucuses in any number or combination of participants during the course of the conference Return to Conference: Participants in separate caucuses must be able to return to the main conference call Dropping and adding: Mediators must be able to drop or add individual participants during the course of the conference Security: Conferences must be secure against outside eavesdropping, and conversations with and among participants in caucuses must be private from all other participants Simplicity: The equipment must be capable of operation by non-technologically- oriented mediators. Preferably a computer monitor will not be necessary Latency: If a computer program is utilized, there should be no noticeable latency between on-screen indicators and actual events Speaker Identification: A visual cue should show which lines are in use so as to identify who is speaking Recording: The equipment must not be capable of recording any conversations Sound Quality: All participants must be able to hear each other no matter how many lines are combined or caucused. Full Duplexing: Participants must be able to conduct natural, simultaneous, two-way conversations Maintenance: Maintenance or repairs of equipment would be performed or arranged for by each separate circuit, and the equipment of one circuit would not be interconnected with that of another circuit Interconnection: The equipment must be capable of being connected to various telephone arrangements in the different circuits A desirable, but not essential, feature would be the equipment's ability to allow mediators to conduct mediations from remote locations (such as home offices) for teleworking purposes.
