Description
NAICS Code: 541990 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Ingenuity Systems, 1700 Seaport Blvd. Redwood City, CA 94063 for the acquisition of four Ingenuity Pathways Analysis concurrent license for one year with unlimited user accounts. Ingenuity Pathways Analysis Software is a web-based application that enables researchers to explore, understand, and discover relevant networks significant to their research results. Using a researcher's gene or protein dataset in combination with Ingenuity's genome-scale knowledge base, the application generates multiple biologic networks with an associated functional analysis to facilitate biological understanding of the dataset. Specifically it: A. supports genomic and proteomic data analysis; B. enables discovery of novel genes, proteins and interactions (canonical) pathways; C. allows expansion of pathways to identify putative targets; D. contains manually curated pathways from full-text scientific literature (Not just abstracts); E. allows comparisons of 2 groups of pathways; F. allows user creation of a pathway from a set of genes; G. develops pathways from an input genelist on the "fly", meaning it develops a pathway from just that set of genes and no others. This is a unique Pathway Analysis software that allows researchers to view their data in terms of networks of pathways in an "interactomic fashion". There are no pathways analysis packages on the market today that contains the depth of annotated pathways as provided by Ingenuity Pathway Software. This software is presently being used to support an ongoing research project at EPA. As such, it is required for continuity of data analyses for the project. In order to ensure data compatibility and accuracy the circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
