- This synopsis is being provided to publish a requirement for the Office Research and Development (ORD) of the U.S. Environmental Protection Agency (EPA), National Homeland Security Research Center?s (NHSRC) in Cincinnati, Ohio which is seeking a contractor to provide the Information Technology (IT) and Geographical Information System (GIS) technical support required to maintain the NHSRC?s High Performance Computing (HPC) System and associated work stations which support the TEVA Research Program under the Water Infrastructure Protection Division. This requirement does not include the development of software. All services will be performed on existing software and hardware or software/hardware purchased external to this contract. The contractor shall maintain the HPC network and system configuration. The contractor shall assemble documentation for record keeping and system maintenance. The contractor is required to trouble-shoot and solve problems that occur with the HPC system and/or its components, including servers, ethernet switch, storage devices and back-up devices, uninterruptible power supplies, heating/cooling problems, and/or network connectivity. Maintenance services shall also include downloading and installing all necessary and appropriate hardware (BIOS and firmware) and software updates associated with Windows 2003 operating system, SUSIE Linux, and other commercially available software that is installed on the HPC and the TEVA and GIS Workstations. The contractor shall manage the HPC system, warranty information, and documentation for hardware and software licenses and upgrades. The contractor shall maintain all inventory, maintenance and audit logs, certification documentation, contingency & disaster recovery, system operation procedures, backup capabilities, and emergency action plans. Maintenance services shall also include compilation of records for all commercial software licenses and keys (ArcGIS) along with advice and consultation as to improvements or consolidations. Additional information on the NHSRC?s HPC and associated Work stations will be provided in the solicitation. THE EPA HAS SET THIS ACQUISITION ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS. The North American Industry Classification Code is 541513 with a small business size standard of $23 million. A written solicitation, RFQ-OH-06-10789, is anticipated to be issued on June 14th. It is anticipated the solicitation will be issued as a request for quotes (RFQ). The Government anticipates award of a firm fixed price contract with a twelve-month base term and four (4) twelve month options to extend the term. All responsible small service disabled veteran owned business sources may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In addition to price, technical approach/qualifications, and past performance will be used to evaluate the offeror?s proposal. These factors shall be evaluated on a Best Value basis. Contract type will be firm fixed price.
