Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) in Washington, DC intends to award a Purchase Order to Colorado State University (CSU), Natural Resources Ecology Laboratory of Fort Collins, CO under the authority of Federal Acquisition Regulation (FAR) Subpart 13.5 Test Program for Certain Commercial Items. The purpose of this purchase order is to provide a series of analyses involving agricultural soil carbon and nitrous oxide fluxes for inclusion in the "Inventory of U.S. Greenhouse Gas Emissions and Sinks: 1990-2005; revise the land use and management statistics to track specific land use transitions in a manner consistent with recommendations from the 2003 IPCC Good Practice Guidance on LULUCF; participate in technical projects and activities related to the development of software for the 2006 IPCC Guidelines for National Greenhouse Gas Inventories and the dissemination and training of these tools; and prepare quick-turnaround analysis. It has been determined that due to the unique technical expertise and experience relating to this requirement, CSU is the only source capable of satisfying the Government's requirement. The Century/Daycent model, which will be used to estimate both soil carbon and nitrous oxide flux from soils, was developed by a team at the CSU. There are no others who can operate this model for this purpose and no other model can be used to perform this work. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement may be considered. Responses to posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
