- The Fleet and Industrial Supply Center, San Diego, Seal Beach Division, intends to solicit on a sole source basis, from Sercel, Inc., Houston, TX, a quantity of two (2) each of the following Sercel equipment: S15 Watergun with a two port Damper, # 333B100; S15 Gun Maintenance Kit, # 226GMK; S15 Solenoid Maintenance Kit, # 2265MK, and S15 Hardware Maintenance Kit, #226HK. The waterguns will be deployed into the water to generate sound pulses and the needed bio-effects at operational distances. As such, the waterguns must meet the following general performance criteria: weigh no more than 32-lbs, excluding connection hoses and harness; operate on compressed air supplied at 2000-psi; feature electrical firing using a direct current solenoid; utilize cavitation to generate a train of vacuum bubbles, which subsequently collapse and create a source pressure wave; acoustic pulse width of 0.5 to 1.5 milliseconds; sound pulse must have a source level of at least 3. bar-m, peak to peak; and sound pulse must have a pressure spectra of 400 Hz <-6dB <2200 Hz. The above items are the only items of the appropriate size, weight, and air consumption that will meet the operational requirements. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source via oral request for quote using simplified acquisition procedures and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Anticipated award date is 09 Jun 2006. Information submitted in response to this notice will be used solely to determine whether on not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
