- THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice serves dual purpose; it represents the formal public announcement and official start date of a public-private competition of Public Works Services performed at Naval Hospital Beaufort, BUMED, Beaufort, South Carolina, it also serves as the public announcement of the Baseline Costs Report (COMPARE Version 2.1) with supporting documentation. The incumbent service providers affected by this public-private competition are approximately 28 Department of Defense government personnel positions and 5 Commercial Service Providers. A list of the Commercial Service Providers can be found on page 87 of the attached file entitled: Cost Report. A standard competition will be conducted in accordance with the revised circular. The planned solicitation issue date is 6 November 2006. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The Department of Defense Competitive Sourcing Official is Mr. Philip Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for the Department of the Navy is Mr. B.J. Penn, Assistant Secretary of the Navy (Installations & Environment). The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is 4 June 2007. The Contracting Officer is Ms. Robin Fowler and the Agency Tender Official is Mr. Dale Fuller.
