- Design and construct Phase I of the Visitors Quarters at Homestead Air Reserve Base in Florida. Phase I includes 23 VQ rooms, 11 Business Suites, Maids Cart Rooms, and Guest Service Rooms. Construction includes a two-story structure with hipped sta nding seam metal roof, concrete slab-on-grade, exterior finish and insulation system (EIFS) above split-faced block water table, precast floor units, suspended tile and gypsum board ceilings, gypsum board partitions, insulating glass window units w/ lamina ted glass, casework, interior and exterior lighting, hvac and plumbing systems, communications, electrical work, automatic sprinklers, fire detection, site work, sidewalks, bituminous paving, and utilities. Also included are the following options: Opti on 1, design and construct fourteen additional rooms composed of one additional handicapped accessible visitors quarters, fifteen additional visitors quarters, and two fewer business suites, increasing the building height to three stories; Option 2, desi gn and construct ten additional rooms composed of two additional business suites and 8 additional visitors quarters as part of the three story structure. Bid Option 2 will not be awarded without Bid Option 1; Option 3, design and construct south parking a rea rather than west parking area; Option 4, design and construct pavement for service drive; Option 5, design and construct dumbwaiter rather than laundry chute and trash chute in maids cart rooms; Option 6, design and construct landscaping except bioswal es, sod, and grass seeding; Option 7, design and construct all items required to obtain LEED project certification, including the actual building certification. The performance period is 500 days. The proposals will be evaluted using the Best Value Source Selection Process with the following rated evaluation criteria Past Experience, Past Performance, Technical Approach, and Management Plan. The estimated cost range of this project is $5 to $10 Million. The solicitation should be issued on or about 19 June 2006 and proposals will be due on or about 19 July 2006.
