- The US Army Corps of Engineers, Jacksonville District, intends to procure drilling and testing services for the drilling of one (1) test well at the Berry Groves site related to the aquifer storage and recovery (ASR) program for the purpose of subsur face exploration. The target depth will be 1,500 feet below land surface (bls) and will serve to acquire data about the Florida Aquifer System. Geophysical logging will be performed to include, 4-Arm Caliper, Natural Gamma, Spectral Natural Gamma (API Uni ts), Electron Capture Spectroscopy, High Resolution Array Induction Log w/ Spontaneous Potential (AIT), Dipole Sonic or Array Sonic (DSI) to include; Primary, Shear, Refracted and Flexural waveforms, Compensated Density w/ Photoelectric Effect (PE or PFE), and Compensated Neutron plus a Formation Micro Imager Log over the drilled interval to evaluate subsurface conditions. Data collected by the Contractor shall be provided to USACE, who will perform all interpretations and analyses. Berry Groves is located just west of Labelle, Florida on the south side of State Road 80. A firm-fixed price contract is anticipated with a performance period of 110 calendar days from date of award. Services will be procured pursuant to FAR Subpart 13.5, Test Program for Certain Commercial Items. THIS ACQUISITION IS AN UNRESTRICTED PROCUREMENT. All responsible sources may submit a proposal which will be considered. There will be a price preference for identified HUBZone small business concerns that comply with the requirements of the solicitation as stipulated in FAR 19.1307. The Government reserves the right to award to the responsible offeror whose offer, confirming to the solicitation, is considered to be the most advantageous to the Government, price and other factors consider ed. Technical and price proposals will be required. The factors to be evaluated will include technical, past performance, and price. The NAISC code is 541360 with a size standard of $4.5 million. Request for Proposal (RFP) will be issued on or about 16 J une 2006 and offers due on or about 30 June 2006. RFP will be issued in electronic format only. This solicitation will be distributed using the FedTeDS system. Interested offerors must register with FedTeDS.
