- The Transportation Security Administration (TSA)/ Department of Homeland Security (DHS) currently intends to enter a contract with Battelle Memorial Institute, 505 King Avenue, Columbus, OH 432012693, for 23 each TSWG Explosives Kits with the following requirements: The North American Industry Classification Code (NAICS) is 928110. The explosives stimulant kit is a hands-on tool containing representative simulants of common commercial and improvised explosive materials as well as common initiators. These simulants consist of both visual (look) and tactile (look and feel) simulants. Battelle Memorial Institute is the only manufacturer of this training aid and there are no substitutes on the market. Note: Interested parties may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is NOT a request for competitive proposals, as the Government has determined that there is no other vendor that meets the requirements set forth above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
