- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Southwest Fisheries Science Center, National Marine Fisheries Service located in La Jolla, CA has a requirement for a contractor to obtain information on abundance, mortality and biology of loggerhead sea turtles along the Pacific Coast of the Baja California peninsula, Mexico and green turtles at index sites around Baja California peninsula. Standard procedures will be used to capture, tag and collect information on sea turtles at regular monthly intervals throughout the year. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Pro Peninsula as the only source who can complete work under proposed contract, they are the only organization permitted by the Mexican government to carry out field research on endangered green and loggerhead sea turtles. Pro Peninsula have over ten (10) years of experience conducting sea turtle research and have earned the trust of fishers and families that is critical to obtaining the type of information this project requires. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Pro Peninsula without further notice. A firm fixed price purchase order will be issued with start date of June 26, 2006 and end date of September 15, 2007. This may represent the only official notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov.
