- AMEND#1 - Replace Page 93 with attached new Page 93 adding L-10 Notice of Intent - Use of Non-Federal Evaluators and Advisors. Coeur dAlene River Ranger District, Shoshone County, Idaho. This solicitation contains two distinct and separate types of contract work. Part 1 (Full Moon Construction) of the solicitation is considered construction work that is subject to the Davis-Bacon Act. Part 2 (Full Moon Service) of the solicitation is considered service work that is not subject to the Davis-Bacon Act. Part 2 of this solicitation is dependant on work being completed in Part 1 of the solicitation. The Contractor shall furnish labor, equipment, supervision, transportation, supplies, and incidentals to perform all work specified herein. Part 1 (Full Moon Construction). This portion of the solicitation describes watershed restoration work in the East Fork of Moon Creek drainage. The work includes but is not limited to: construction of segments of stream channel, development and removal of temporary access routes, installation of a variety of pool forming and stream habitat enhancement structures, development of ponds, wildlife habitat log placement, decommissioning roads, removal of drainage structures, restoration of stream channels at road crossings, decompacting soil, spreading topsoil, vegetation transplants, and removal and disposal of undesirable material. Part 2 (Full Moon Service). The following is subject to Service Contract wage rates. This portion of the solicitation describes vegetative restoration work in the East Fork of Moon Creek drainage, hauling government supplied logs to the project area and to designated decking sites along Forest Road #1518. This work includes but is not limited to: noxious weed treatment, planting containerized plants, installing woody cuttings, seeding, fertilizing, mulching, bucking and limbing. Government estimate between $250,000 and $500,000. Estimated start work of July 10, 2006 with contract time of approximate 150 days
