Description
This announcement is a request for information. The United States Special Operations Command (USSOCOM) is seeking information from sources that feel they are capable of providing off the shelf FM radio transmitter system that would be deployed on a tethered balloon and dropped from a fighter aircraft. USSOCOM intends to apply for approval of a Foreign Comparative Testing (FCT) project www.acq.osd.mil/sts/fct) to evaluate candidate systems. This project will evaluate a COTS FM Broadcast System that uses a tethered balloon concept for station keeping. The COTS system must be designed to deploy from a US fighter aircraft by means of a standard Mk-7/20 (PDU-5B) canister. The tethered balloon broadcast system must be suited for use under an existing cloud base or in darkness, and must have the ability stay aloft and broadcast untended for at least 5 days. The FM broadcast system can weigh no more that 1.5 KG and must be able to transmit on any channel in the FM broadcast frequency band (87-105MHZ). The information sought through this Sources Sought supports USSOCOM requirements for broadcasting messages into denied areas. All offerors products will be evaluated to determine the effectiveness in demonstrating the ability to place an FM Radio transmitter at a predetermined altitude for up to 5 days and transmit real or near real time messages to personnel on the ground. This synopsis does not constitute an Invitation for Bid or Request for Proposals, and is not to be construed as a commitment by the government to issue an order or otherwise pay for the information solicited. A cutoff date of 02 July 2006 is established for the submission of responses.
