Description
NAICS Code: 541620 This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA), Indoor Environment's Division (IED) is conducting market research to determine potential sources for capacity building training and technical assistance on indoor air pollution and household energy monitoring, using FAR Part 13 -- Simplified Acquisition Procedures. The IED is in need of services to refine existing, and household energy monitoring, conduct technical training workshops in select host countries in Africa and Asia (specific countries to be identified at a later date), and provide technical assistance to pilot project grantees and Partners to design and implement indoor air pollution and socioeconomic monitoring of their household energy programs. This focus of this work will be to: conduct indoor air pollution and household energy monitoring training, and provide technical assistance to non-governmental organizations to improve their ability to measure the benefits of their inventions. The North American Industry Classification System (NAICS) code for this procurement is 541620, with a size standard of $6.5 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating how they plan to meet the above requirement. Submissions shall be limited to no more than five (5) pages. Standard brochures will not be considered as a sufficient response to this notice. The capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience conducting indoor air pollution and socioeconomic monitoring of household energy programs, conducting training on indoor air pollution and socioeconomic monitoring of household energy programs, and experience working in foreign locations, cultures, unfamiliar circumstances, and unusual work environments; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) Businesses should submit an electronic copy of the requested information to Contract Specialist Nicole Humphrey at humphrey.nicole@epa.gov no later than June 16, 2006, 4:00 p.m. EST. Based upon information currently available, the Government does not anticipate fulfilling this requirement through a small business set-aside. The method of competition will be determined after all responses to this notice have been evaluated. The Request for Quotes (RFQ) including the Statement of Work, evaluation factors, and quote submission instructions will be available on or about June 21, 2006 at the following website: http://www.epa.gov/oamhpod1/admin_placement/0600292/index.htm with a 30-day response time.
