- This is a combined synopsis/solicitation for a commercial supply prepared in accordance with the format in FAR subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The proposed contract action is for supplies (Stasix, a hemostatic therapeutic) for which the Government intends to solicit and negotiate with only one source, Entegrion, Inc. under the authority of FAR 6.302-1. Hemocellular Therapeutics, Inc., holds the U.S. patents for Stasix, and is the only vendor able to provide the product. Interested parties may identify their interest and capability to perform by contacting the Contract Specialist no later than June 8, 2006. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is for a firm fixed price supply contract with a period of performance from approximately June 18, 2006 through June 17, 2007. Items to be provided are: CLIN 0001 manufacturing operations, CLIN 0002 raw materials, CLIN 0003 documentation, CLIN 0004 in vivo testing, and CLIN 0005 labor.
