Description
FISC San Diego is announcing its intent to issue a sole source procurement to Oregon State University under authority of FAR 6.302-2. This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. Solicitation number / RFQ N00244-06-T-0635 applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09 (4/19/06) and DFAR Change Notices effective through 4/12/06. The standard industrial code is 8221 (NAICS 611310) and the business size standard is $6.5 million. The agency need is for development of datasets of odontocete sounds annotated for development of automatic detection methods. This requirement is for a time and materials contract. The statement of work is as follows: The contractor shall have proven experience and expertise in acoustic recording, sampling, detection, classification and analysis of marine mammal vocalizations including publication of results in peer-reviewed journals. A Ph.D. in computer science, acoustical oceanography, electrical engineering or applied physics (acoustics) is required. Distinguished academic credentials are essential so that results will be accepted by non-DoD governmental organizations (NMFS, Marine Mammal Commission) as well as by academic (including the NAS/NAE) and non-governmental organizations. Tasks: The contractor shall complete the following tasks in support of the CNO N45 Marine Mammals program. An approximate timeline is provided. Survey marine mammal scientists to locate existing recordings of beaked whales. A spreadsheet listing available recordings by species shall be completed by October 1, 2006. Convene a meeting to discuss content, structure, and format of data and annotations in the archive. The size of the meeting should be roughly ten scientists/engineers. The attendees will be drawn from academic ins titutions that conduct marine mammal acoustic research, e.g. Scripps Institution of Oceanography, Woods Hole Oceanographic Institution, Cornell University, Aarhus University, University of Hawaii. The meeting shall take place on or before November, 2006. Create an archive shell, the structure (including web access) into which the archive will be placed. A working, accessible web site for retrieval of annotated recordings shall be completed by January 1, 2007. Collect available beaked whale recordings. 50% of available digitized recordings shall be available by the contractor by January 1, 2007, and 100% shall be available by April 1, 2007. Annotate recordings and place them in the archive. Annotations and on-line recordings shall be available by June 30, 2007. Make the archive available to researchers and engineers developing detection methods can obtain annotated recordings. Public access to the web site that contains beaked whale sounds and annotations shall be available by February 1, 2007. Continue collection and annotation of other odontocete recordings and add them to the archive. They shall be placed on the web site with public access by June 30, 2007. Deliverables: The contractor shall deliver the following and due dates: A survey of existing recordings of beaked whale vocalizations, Oct 1, 2006. An on-line archive of annotated beaked whale vocalizations with public access, June 30, 2007. A copy of any technical reports or manuscripts submitted to scientific journals that derive from the performance of this contract, June 30, 2007. Period of performance: 1 July 2006 ? 30 June 2007. Place of performance: Work will be accomplished at contractor?s site. Travel: Travel by meeting participants from national and international research laboratories to locations to Corvallis, Oregon, is required. The contractor may be required to travel to CNO/N45 in Washington, D.C. Reimbursement for travel expenses shall be in accordance to the Joint Travel Regulations. Unclassified. Security cl earance is not required. Wage determination 94-2439 (rev. 26) is incorporated. The government intends to make a single award. However, the Government will consider all correspondence received no later than June 8, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
