REQUEST FOR INFORMATION (RFI 62256) HIV Testing Kits The following is a request for information (RFI) to collect information on the availability of HIV testing kits in support of the support the Disaster Management and Humanitarian Assistance, Center of Excellence. This is a market survey for a written request for information (RFI) only. It is for planning purposes only and should not be construed as a request for proposal/quote or as an obligation on the part of the government. This is not a solicitation announcement for proposals or quote and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. GovWorks Procurement is providing acquisition support for this request for information for the Center of Excellence. Govworks is a federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to all Federal and DoD Agencies. Request for Information The Government is seeking information on qualified vendors who are capable of providing HIV kits that do not required cold storage, and can handle extreme temperatures. All potential sources with the capability to supply the HIV test Kits [type A1 and/or type A2]- are invited to submit a capability statement that is responsive to the government questions contained in this document. The vendors response to this RFI must address the governments specification questions, and provide individual and quantity pricing. Additionally, the vendor is requested to submit questions, concerns, and any potential issues that may assist the government in developing a future requirement for the two HIV test kits. Replies to this RFI are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluations of submission submitted in response to any resulting formal Request for Quote. The use of information received from industry to complete final requirement and resulting solicitation will be at the discretion of the government. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offer's information. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Potential Requirement: The timely and accurate testing of individuals for the presence of HIV antibodies is required. Kits are needed for initial testing, which will consist of two screening tests, A1 and A2. The World Health Organization recommended procedure will be used. If the first test results show a reaction, then the test is repeated on the same blood sample. No kits for the third (confirmation) test are required. The Vendor MUST submit the response to this request for information, in accordance with the following government specification - 7 areas to be addressed. 1. Identify the HIV test kit that will be provided and the type of technology (ex: immunochromatographic vs. in vitro immunoassay - A1, and/or A2. 2. What is the products Shelf life: Government Provided Information: The kits will be stored for extended periods of time. Shelf Life must meet or exceed 9 months. 3. What is the Shipping time for the product? Government Provided Information: The HIV kits will be sent to the Disaster Management and Humanitarian Assistance, Center of Excellence Center of Excellence, Tripler Army Medical Center, Hawaii. 4. What is the products minimum/maximum storage temperature threshold? Government Provided Information: The kits will be stored in a location that experiences erratic power outages and inadequate refrigeration facilities. The kits must be able to withstand temperature extremes well above room temperature. 5. Is there additional Equipment required for Type A1 and/or Type A2 HIV kits? Government Provided Information: Specify any additional equipment that may be necessary for use of the testing kits. 6. Pricing: Provide the price per unit of the product for both A1 test and/or A2 HIV test kits and specify any quantity discounts offered. Government Provided Information: The government has not determined the quantity required. 7. Provide socioeconomic status. Contemplated Type of Contract: Firm Fixed Price Responses to this RFI must: 1. All responses must be received not later than June 09, 2006, 2 PM Eastern Standard Time. 2. Submission is limited to 2 pages. 3. All documents and materials submitted in response to this RFI will become the property of the government, and will not be returned. 4. Submission requirement is electronically, via email to Lauren.yates@mms.gov and Daniel.M.Hall@mms.gov. 5. Responses will be marked as follows: "RFI 62256". Include with the capability response: Vendor company name, address, name of the point of contact, email address, phone number and fax number, and vendor's DUNS number. 6. If the offeror has a GSA FSS schedule, the vendor is to provide the GSA schedule number. If the vendor does not have a GSA FSS schedule, the vendor must indicate that it does not have a GSA FSS schedule. 7. Questions concerning this RFI are to be submitted in writing within the response period allotted to this RFI. Questions submitted will not be provided a response, but may be considered when formalizing the requirement.
