Description
The US Army, RDECOM, Picatinny, NJ is contemplating a full and open competition procurement of the Machine Gun Weapon Optic (MGO) to be used for and mount to the M60, M249, and M240B automatic weapon system and has the following characteristics: The device shall have a fixed magnification of 3.5x (+/- 0.5x) with a field of view of no less than six (6) degrees, contain a lighted reticle with bullet drop compensation lines out to 1200 meters, manually or automatically adjustable brightness, and the capability to incorporate a light signature reduction device and a LASER Filter Unit (LFU). The scope must be mountable on MIL-STD-1913 rail system, and maintain zero retention during and after weapon firing. Optic must be able to withstand the rigors of use in a military environment and maintain zero during extended periods of use. Power source must be commonly available or found on a standardized list of military batteries, preferred batteries types are AA or 1/3N in either lithium or alkaline compositions. The Battery shall have a battery lifetime of at least 7 days at -40 ??2??F. The optic device shall not contain any radioactive materials. NOTE: Laser Filter Unit (LFU) Specification (Classified Addendum, Laser Filter Requirements for the M145 Telescope Straight, 1 May 2005) is classified as a Secret Document. US, UK and Canada sources are required to submit for DD 254 for approval to ARDEC prior to release of this document. All other foreign nations may request the solicitation, however; participation cannot be guaranteed and will be adjudicated on a case-by-case basis. To receive the LFU specification, foreign industry must submit an official request for information via their respective embassy to HQ, Army Material Command, ATTN: AMXMI-IS-T. Requests received in any other manner will not be accepted. Interested vendors will have an equal opportunity to submit technical proposals and bid samples for Army Evaluation. The RFP will clearly state each for the specific system requirements. Interested offerors will be required to submit fifteen (15) bid samples and technical proposal (at no cost or obligation to the Army) for bid sample testing (BST) and technical evaluation. The offeror shall ship the bid samples in accordance with the proposal closing date. Any offeror who does not submit bid samples will not be considered for evaluation. Non-selected offerors shall have their bid samples returned in an ???as-tested??? condition. An initial basic quantity of 100 each Machine Gun Weapon Optics will be procured, upon the initial award and are to be delivered within 45 days of contract award. In addition, production options are planned for the manufacture, inspection, assembly, package and delivery of the MGO with ranges from 500 ??? 14,500 each for Option I and ranges of 500 ??? 6,500 for the remaining three options. The RFP will be available for downloading from the following website located at http://procnet.pica.army.mil on or about 29 June 2006. Each offeror may submit one or more proposals for the weapon system identified above. The item is envisioned to be a commercial off-the-shelf (COTS) non- developmental item (NDI). The item must currently be in production, developmental items are neither permitted nor desired.
