Description

Description: This is a Sources Sought announcement only. Based on the response to this Source Sought, a Request for Proposal is anticipated in the next 60 ? 90 days. There is no current Performance Work Statement (PWS) or written Solicitation available at this time. There will be no cost reimbursement for the development of this request. Requests for a solicitation will not receive a response. The Air Force Flight Test Center (AFFTC), Edwards Air Force Base, CA is seeking potential sources capable of providing all labor, transportation, personnel, equipment, facilities, supplies, services, materials, and supervision necessary to provide the following: Schedule I (Outbound Services), Schedule II (Inbound Services), and Schedule III (Intra City and Intra Area Moves), packing, containerization, and local drayage of personnel property shipments for Edwards Air Force Base, California to include part of Los Angeles and Kern County. All work shall be accomplished in accordance with the Defense Transportation Regulation, Personal Property, DOD 4500.9R, Part IV, August 1999. The Period of Performance will be as follows: Basic contract period (1 January 2007 thru 31 December 2007) plus four (4) option years. This acquisition will be solicited in accordance with FAR Part 12, Acquisition of Commercial Items. All prospective offeror?s must be registered in the Central Contractor Registration (CCR) database at www.ccr.dlsc.dls.mil, and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov for any potential Department of Defense contracts, prior to the anticipated date of award. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services mentioned above. Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1, and what category they fall into i.e. Small Business, Hub Zone Small Business, Veteran Owned Small Business, Woman Owned Small Business, Service Disabled Veteran Business, or Small Disadvantaged Business. The NAICS code is 488991. The Small Business size standard is $18,500,000.00. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in November of 2006.
