Description
In accordance with FAR subpart 13.106(b) the Centers for Disease Control and Prevention (CDC) and Agency for Toxic Substances and Disease Registry (ATSDR) intends to issue on a sole source basis a purchase order in the amount of $75,000.00 to the Nofer Institute of Occupational Medicine (NIOM) of Poland. ATSDR has implemented and maintains the Hazardous Substances Emergency Events Surveillance System (HSEES) in the United States and will implement a pilot study in Poland. The purpose of the pilot HSEES system in Poland is to: (1) describe the spatial and temporal distribution of hazardous-substances emergencies; (2) describe the morbidity and mortality experienced by employees, responders, and the general public; (3) identify the risk factors associated with the morbidity and mortality; and (4) develop strategies to reduce subsequent morbidity and mortality. NIOM of Poland is a part of the Department of Environmental Health Hazards of the Ministry of Health within the Government of Poland with responsibility to address environmental and occupational issues including conduct of epidemiologic and toxicologic studies develop tools for early evaluation of health impairment and design of appropriate preventive interventions for work places and the environment. NIOM, an institute of the Ministry of Health, is the primary Government Agency dealing with occupational and environmental health issues and has been appointed as the lead agency for this project by Ministry. The Polish Government requires direct involvement of the appropriate governmental agency for implementation of a surveillance project of this type, which in Poland is NIOM. Surveillance of this type cannot legally done without the cooperation, concurrance and approval of the Government of Poland. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
