Description
NAICS Code: 337 The Environmental Protection Agency (EPA) is providing notice of its intent to solicit, negotiate and award a Purchase Order using the Simplified Acquisition Procedures for furnishing and installing two (2) new Guard Desks to replace existing Guard Desks in the North and South Lobbies of the Ariel Rios Building, 1200 Pennsylvania Ave. NW, Washington, DC. The Work includes furnishing all material, labor and equipment required to complete the Work in accordance with the terms and conditions of this solicitation and as specified and shown on the attached drawings. The Work includes, but is not limited to, the following. 1. New Guard Desk fabrication and Installation (2 required). 2. Disassembling and reassembling one existing Lobby Guard Desk at new location. 3. Disassembling, removal and disposal of one existing Lobby Guard Desk. All installation work is to be accomplished during weekend hours only. The North Lobby installation is to be completed in one weekend as scheduled and agreed upon by EPA and the Contractor. The South Lobby installation is to be completed on the following weekend. The reassembling of one existing Guard Desk is to be scheduled for the weekend after both Lobbies have been completed unless agreed upon otherwise by EPA. Scheduling the work to accomplish the installation within these timeframes is critical as time is of the essence. The Contractor shall submit together with his price proposal a detailed schedule for the work, after award or notice-to-proceed, indicating the duration for submittal preparation, fabrication and on-site installation. The schedule shall incorporate an allowance of one (1) week for EPA review and comment for each submittal. Deliveries of units are to be scheduled for the Friday of each weekend installation. Any proposed substitution to specified materials and products other than those specified shall be submitted together with the Contractor's price proposal. Contractor's Price shall be based upon products as specified. Contractor may include a separate price for the proposed substitution. Price proposal shall include the ADD or DEDUCT price for the Alternate Countertop Material in lieu of the specified Marble Countertop. The vendor must be in compliance with Federal Acquisition Regulation (FAR) Part 52.213-4 Contract terms and conditions - Commercial Items (Sep 05). More information can be obtained from http://www.epa.gov/greenbuilding. The vendor shall provide local representation that will respond on-site to Project Officer inquiries within 24 hours. The basis of award for this Procurement will be Best Value to the Government considering the following criteria, and not necessarily in this order. Although Technical will weigh heavier than cost, cost will be considered. First consideration would be given to General Services Administration (GSA) schedule vendors. For consideration vendors must provide their GSA schedule number, if applicable, and be registered in the Central Contractor Registration (www.ccr.gov).
