Description
The National Institutes of Health intends to negotiate on a sole source basis with The FEI Co of Hillsboro, OR 97124 for the following srvices: 1. The contractor shall perform scheduled major preventative maintenance inspections on the existing Electron Microscope System, Catalog # TecnaiF30 Stem, Serial #D243, Desc. Gatan 894 Ultrascan Serial #D243.1, Software Tomography Ser#D2243.2. The schedule of major preventative maintenance (dates and intervals) shall be by mutual agreement between the contractor and the NIH Project Officer. The contractor shall perform preventative maintenance including repairs and adjustments arising from normal usage of the equipment, a compliance review of the equipment and cleaning and alignment of the equipment. The contractor shall supply and install minor replacement parts during scheduled major preventative maintenance at no additional cost to the Government. The contractor shall provide the NIH Project Officer with a written report that summarizes each scheduled maintenance procedure before leaving the worksite. 2. The contractor shall perform unscheduled maintenance (repairs) as requested by the NIH Project Officer by phone, email or fax. The contractor shall perform unscheduled maintenance (repairs) including exchange parts (new or reconditioned to manufacturer?s specifications) and labor at no additional cost to the Government. The contractor shall not be required to replace optical stacks on 3rd party cameras or energy filter products. Optical stacks are defined as that part of the camera or energy filter including the scintillator (either phosphor or YAG crystal), fiber optics and CCD chip. 3. The contractor shall assure that all X-ray equipment continues to meet all manufacturer?s specifications after performing major preventative maintenance and unscheduled maintenance procedures. The contractor shall provide the NIH Project Officer with a written report that summarizes each unscheduled maintenance (repair) service procedure before leaving the work site. 4. The contractor shall be permitted to combine scheduled major preventative maintenance with unscheduled maintenance, at the option of the NIH Project Officer. 5. The contractor shall provide telephone support for repair and maintenance of the equipment, (response to questions about operating procedures and practices, applications use and service issues that can be diagnosed and resolved over the telephone), Monday through Friday, 8:00 am ? 5:00 pm, Eastern Time, exclusive of Federal Holidays. 6. The contractor shall arrange for unscheduled maintenance (repairs) at the time of the service call by the NIH Project Officer, by mutual agreement. The contractor shall respond to unscheduled maintenance calls within 24 hours of receiving a call from the Project Officer. 7. The contractor shall maintain records of all scheduled and unscheduled maintenance calls at his office location and shall make these records available to the NIH Project Officer by phone for discussion and shall provide permanent records by email or fax. 8. The government will provide maintenance access to all covered equipment at a time and date of mutual agreement with the NIH Project Officer and the service technician. The government will provide a qualified employee who is familiar with the equipment to assist with diagnosis and resolution of the problem with the equipment. 9. The period of performance shall be from the date of award and extend for one year. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
