- Description
- The Maneuvering and Control Department, Code 5600, of the Carderock Division, Naval Surface Warfare Center (NSWCCD) has been tasked to document the hydrodynamic characteristics and to develop predictive tools for wave load impacts. NSWCCD is already using COMET as its calculation tool for wave load impacts. Changing and using other programs at this time is cost prohibitive as well as a delay to providing better and safer wave load impacts to the fleet.In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to ADAPC0. NSWC requires to have a continued site license for four (4) copies of this specialized software to allow continuation and validation of the software as accurately reflecting the impact loads of slapping and slamming waves. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 2/10/2006.
