Description
The Nuclear Weapons Effects Simulator Research and Development contract shall provide for the optimization of Nuclear Weapons Effects (NWE) capabilities in the technology areas that include, but not limited to, X-ray Sources, Pulsed Power, Neutron Sources, Data Acquisition Systems, Pulsed Power Diagnostics, X-ray Source Diagnostics, X-ray Source Modeling and Simulation, Pulsed Power Modeling and Simulation, Debris Mitigation Materials and System, Debris Electron and Gamma Systems, Electro-Magnetic Pulse and Blast and Impulse Test Capabilities. This effort requires studies, design, experiments, and engineering demonstrations using simulators owned by the Defense Threat Reduction Agency (DTRA), Department of Energy (DOE), and other applicable Services and agencies. The results of the Simulator R&D contract will be the delivery of improvements and upgrades to simulator capability for customer testing of DoD and DOE hardware. A previous notice for sources sought for this requirement was posted 1 Aug 05 under reference number TDT059943694. BACKGROUND AND OBJECTIVES: Over the past thirty years, DTRA has developed technology to simulate X-ray and other environments caused by nuclear weapon detonations to evaluate the survivability and performance of military system components under various threat scenarios. DTRA has used various DTRA, DOE, and other DoD agencies? simulators to perform research and development efforts resulting in a collaborative community, and unique test capabilities for the Services, DoD and other government agencies. The DTRA X-ray radiation simulators are currently Government Furnished Equipment (GFE) at L-3 Communications Titan Corporation Pulse Sciences Division (L-3) located in San Leandro, California. DTRA?s Simulator Research and Development Program has provided a variety of environments to meet operational test customers? needs for validating and verifing system hardware to demonstrate nuclear survivability. The objective of this Indefinite Delivery/Indefinite Quantity (ID/IQ) Nuclear Weapons Effects Simulator Research and Development contract is to obtain the services necessary to research, develop, and demonstrate techniques and hardware to advance and optimize Nuclear Weapons Effects (NWE) simulator capabilities. REQUIREMENTS: The contractor shall perform studies, designs, experiments, and engineering demonstrations of nuclear weapons effects simulator technology in the following task areas: TASK 1: Conceptual Studies The contractor shall examine concepts for optimizing NWE simulator capabilities. These concepts include, but are not limited to, NWE sources, pulsed power, diagnostics, data acquisition and analysis, and modeling and simulation. The contractor shall attend quarterly or other scheduled reviews to present and discuss advanced concepts with government representatives. TASK 2: Advanced Simulator Technology Designs The contractor shall develop simulator designs. This task may include, but is not limited to, concept evaluation, scaled experiments, implementation and analysis of experiments, conceptual design definitions, and preparation of technical specification documents. TASK 3: Advanced Simulator Technology Experiments The contractor shall plan and conduct experiments to demonstrate NWE simulator technology to include, but not limited to, sources, power flow, energy storage, energy transfer, sensors, and diagnostics. The contractor shall develop an integrated engineering design complete with hardware drawings. Test plans describing planned experiments shall be developed and provided by the contractor. TASK 4: Advanced Simulator Technology Demonstration The contractor shall be responsible for assembly, integration, and final demonstration of the simulator technology on designated nuclear weapons effects simulators. This task shall also include but not be limited to NWE sources, diagnostics, acceptance testing, training, data, and spares required for operation and maintenance of the demonstration hardware. The contractor shall be responsible for and provide any special equipment, material, and furnishings necessary for assembly, installation, checkout, maintenance, and operations through performance of acceptance testing. Initial spares required for day-to-day operations may also be included in this procurement and delivered as part of this effort. Two Multiple Award Indefinite-Delivery-Indefinite-Quantity (IDIQ) contracts awarded under FAR 6.302-1(a)(2) are contemplated to L-3 Communication Titan Corporation and Alameda Applied Sciences Corporation with a base ordering period of five years with an optional ordering period of an additional five years. Both cost-plus-fixed-fee (CPFF) and Labor Hour (LH) Task Orders will be utilized. Secret security clearances are required. Contract award is anticipated for 26 October 2006. This synopsis does not constitute an invitation for bids (IFB) or a request for proposals (RFP) and shall not to be construed as a commitment by the government. The government does not intend to award a contract on the basis of this notice. CBD numbered note 22. A solicitation issue date of 5 Jun 06 and proposal due date of 20 July 06 are tentative.
