(PLEASE NOTE THIS MODIFICATION CORRECTS THE POC TELEPHONE NUMBER TO (202) 874-4994) REQUEST FOR INFORMATION (RFI) Office of the Comptroller of the Currency Enterprise Project Management (EPM) Tool 1.0 BACKGROUND The Department of the Treasury is the primary Federal agency responsible for the economic and financial prosperity of the United States. The Treasury is organized into departmental offices and operating bureaus. The bureaus carry out specifically assigned mission operations. A primary mission operation is the corporate governance of financial institutions. As a bureau, Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises national banks to ensure a safe, sound, and competitive banking system that supports both the citizens and the economy of the United States. The Comptroller is a presidential appointee with offices headquartered in Washington, DC. The Comptroller also serves as a Director of the Federal Deposit Insurance Corporation (FDIC). The problem associated with the existing business processes is that, currently, each Large Bank supervision team uses various spreadsheets to track its own planning of supervisory activities. There is no single application that can track all this data throughout all Large Banks. The idea of a new application was initiated to provide a consistent tool throughout Large Bank Supervision to aide supervisory activity planning, resource planning, and reporting efforts related to strategy execution at each Large Bank. The current OCC application suite does not provide the detailed level of planning and data collection tools necessary for Large Bank purposes, primarily in the area of activity planning. The OCC is seeking to determine if a Commercial-Off-The-Shelf (COTS) enterprise project management (EPM) tool exists that can, with minimal customization, meet the requirements for this planning and reporting solution. 2.0 PROJECT SCOPE This project proposes creating a single point of access for data entry, retrieval and update by authorized users so that they will not have to repeat entering data in multiple systems or spreadsheets, and so that all Large Bank Examiners will share a common tool and interface for Resource Planning activities. The scope of the project will provide the following capabilities. Plan Supervision Examinations Document specific Tasks and related Resource Assignment Requests Provide an Activity and Resource Calendar Review and Manage Strategies, Examinations and Tasks Manage Authorization and Security Provide Email and Calendar Notifications Provide Reports Miscellaneous Requirements 3.0 FUNCTIONALITY SUMMARY In addition, the desired tool should meet the functionality outlined in the table below: Functionality Summary Detailed Explanation Fully Web-based (no client software required other than Administration / Installation). No product software required to be installed on the user workstation except to support offline usage. Fully accessible using only a standard browser (e.g. Internet Explorer). Provides examiners with the ability to work offline when necessary. Supports the ability to export to and import from MS Project with no loss of information, or provides another mechanism for offline usage. Supports multiple projects with activity hierarchy (work breakdown structure), resource loading, scheduling Standard functionality similar to MS Project. Supports multiple projects across the enterprise with detailed Work Breakdown Structures (WBS). Supports resource loading of the WBS, and calculates the resulting schedule. Customizable field names, customizable and extensible fields Custom field names may be added to activities and other records to provide organizational specific terminology and to support sorting and reporting on activities. Permissions capability meets granularity requirements Capability to implement role-based security to restrict access to records or data fields based on a user role (Examiner, Team Lead, Resource Coordinator, EIC, etc.). Robust reporting/dashboard capability; customizable reports Customizable report generation and dashboard capability, providing easy tailoring of reports for OCC needs. 4.0 INFORMATION REQUIRED FROM VENDOR 4.1 Submission. Vendors are requested to provide their size classification (large or small business) and applicable socioeconomic status (e.g., SB, SDB, woman-owned, Hub Zone, 8(a), etc.). 4.2 Due Date and Time. Responses to this RFI are due by 2:00 p.m. on June 2, 2006. 5.0 DISCLAIMER This RFI is issued solely for the purpose of seeking information only and will be used to assist the Government in its planning efforts relative to its EPM solution. THIS DOES NOT CONSTITUTE A SOLICITATION OR REQUEST FOR A PROPOSAL. As a result and in accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. The Government will also not provide any comments, documentation or other type response regarding the results of its review. Responders are solely responsible for all expenses associated with responding to this RFI. 6.0 REQUEST FOR INFORMATION: Vendor responses should adequately address each question below, specifically the questions relating to 508 compliance. 1. What COTS solution, accessible fully through a web interface, could be utilized as a tool for users to plan, manage, track, search for, and report on project and task schedules, resources and activities of different initiatives? Please describe the solution. 2. How does this solution meet the following Section 508 requirements: a. Subpart B: Technical Standards i. Software Applications and Operating Systems (36 CFR part 1194.21) ii. Web-Based Internet & Intranet Information and Application (36 CFR part 1194.22) iii. Telecommunication Products (36 CFR part 1194.23) iv. Video and Multimedia Products (36 CFT part 1194.24) v. Self-Contained, Closed Products (36 CFR part 1194.25) vi. Desktop and Portable Computers (36 CFR part 1194.26) b. Subpart C: Functional Performance Criteria (36 CFR part 1194.31) c. Subpart D: Information, Documentation, and Support Documentation Requirements (36 CFR part 1194.41) 3. Is the solution scalable? Will it support 600 users? Will it scale to an enterprise wide user base of 2500 users? What is the peak, simultaneous user capability? Please provide details to support the answers to these questions. 4. If the existing ?out of the box? solution does not meet the applicable Section 508 requirements, what customization needs to be performed in order meet the requirements of Section 508? 5. Could the stated solution support portfolios consisting of multiple projects? Please describe how the solution could support portfolios. 6. Could the stated solution support multiple portfolios and projects utilizing the same pool of resources? Please describe how the solution could support multiple portfolios. 7. Could the stated solution provide authorized users the ability to identify an activity hierarchy, perform resource loading, and schedule activities based on multiple criteria? Please describe how the solution could provide this set of functionality. 8. Could the stated solution support offline operations when users are not connected to the network and have their work synchronized upon reconnecting to the network? Could the solution export project information to, and import from, MS Project? Please explain the mechanism for supporting offline operations and how much of the stated solution is available for offline operations. 9. Could the solution support customizable field names that could be sorted and used for reporting? If so, how is functionality provided? 10. Could the user interface be customized to use the terminology familiar to bank examiners instead of standard project management terminology (i.e., Strategy instead of Portfolio, Examination instead of Project, etc.)? 11. Could the interactive help facility of the solution be customized to provide specific instruction in the use of the tool for bank supervision activities, in addition to generic project management activity help? 12. Could the solution support interfaces to external applications and data resources? In what formats? Please describe how this could be achieved. 13. Is the stated solution ANSI/EAI-748 compliant for Earned Value Management? If no, please describe how the stated solution could be used to meet ANSI/EAI-748 compliancy? 14. Does the architecture of the solution support role based security to allow and/or restrict access to certain records or data fields? Please explain how this function could be implemented? 15. Does the solution provide an audit trail of changes made to projects, tasks, resources, etc.? Please explain how this capability is provided. 16. Does the solution provide reporting capability that allows for customizable reports, including delta (e.g., planned vs. actual) reports that can be easily modified to meet planned and ad hoc reporting requirements? Please describe the reporting capabilities of the solution. 17. Does the solution include a dashboard capability? Please describe the information that could be made available via a dashboard, and how that information could be presented to the user. 18. Does the solution provide notifications to users (i.e., within the application; email; Outlook calendar)? Please describe the notification capabilities of the solution. 19. How long could the solution retain data and make data available for retrieval? Does the solution provide any data archiving or data destruction capabilities. Please describe these capabilities. 20. Please describe how the solution could protect the confidentiality, integrity, and availability of information. 21. What hardware and operating system platform(s) does the solution support / require? 22. Are you on the GSA Schedule? If so, please provide your GSA Schedule Contract Number.
