FISC San Diego is announcing its intent to issue a directed sole source procurement to Duke University under authority of FAR 6.302-1. This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. Solicitation number / RFQ N00244-06-T-A002 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09 (4/19/06) and DFAR Change Notices effective through 4/12/06. The standard industrial code is 8221 (NAICS 611310) and the business size standard is $6.5 million. The agency need is a study to understand the effects of Navy generated sonar activities on fish populations and fisheries resources in the proposed East Coast Undersea Warfare Training Range. This requirement is for a fixed priced contract. The statement of work is as follows: The US Navy has proposed to instrument a 500-square-nautical mile area of the ocean offshore of the east coast of the United States. The contractor will provide technical support to the Oceanography Department, Naval Postgraduate School, Monterey, CA by holding a series of public meetings with the concerned constituency. The first meeting will be to solicit input from the stakeholders (fishermen, managers, residents and the local environmental community) that may be affected by USWTR operations. This will be followed by scientific workshops that will evaluate the public comments, identify research questions and develop recommendations for investigation. Finally, the contractor will submit a final report that has two parts, the first part a synopsis of the stakeholder workshop and the second a summary of the scientific workshop with research recommendations. The contractor shall have proven experience and expertise in analysis of marine population distributions and the scientific methods used to relate them to oceanographic, acoustic, habitat and other pertinent factors that may affect them. The contractor shall also have the professional reputation and political capital to ensure public trust has been earned in order to generate a research plan that has both scientific merit and public confidence that stakeholder concerns will be thoroughly investigated. A Ph.D. in biological oceanography, marine biology, environmental sciences, marine science, zoology or a closely related field is required. Results of studies of marine populations and factors that affect them published in peer-reviewed journals are required. Distinguished academic credentials are essential so that results will be accepted by non-DoD governmental organizations (NMFS), academic (including the NAS/NAE), non-governmental organizations (including representatives of commercial and sport fishing industry). The contractor shall complete the following tasks in support of the CNO N45 Marine Mammals program. An approximate timeline is provided. Hold a public coastal constituency meeting to solicit input from stakeholders (fishermen, managers, residents, and the local environmental community) regarding the range of questions that should be addressed by the Navy. Milestone: Meeting to be held by December 31, 2006. 4.2 Distill the information gleaned from the workshops into broad themes. Milestone: Summary to be completed by February 28, 2007. Hold two scientific workshops to evaluate the public comments, identify specific research questions and develop recommendations for investigation. Milestone: Workshops to be completed by April 30, 2007. Submit a final report in two parts: the first produced as a synopsis of the stakeholder workshop and the second summarizing scientific workshops research recommendations. Milestone: Report to be submitted by May 31, 2007. The contractor agrees to the following deliverable dates: Announcement for stakeholder meeting, about one month before the meeting. Summary of stakeholder concerns, March 1, 2007 Announcements for scientific workshops, about one month before workshops. Final report to include a synopsis of stakeholder workshop and recommendations for scientific investigations, May 31, 2007. A copy of any technical reports or manuscripts submitted to scientific journals that derive from the performance of this contract, May 31, 2007. Period of performance: 1 June 2006 ? 31 May 2007. Work will be accomplished at vendor?s place of business. Travel expenses related to conducting three workshops are included in the contractor?s budget. A security clearance is not required. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items applies. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items applies. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items. The government intends to make a single award. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote.
