- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government requires engineering services to support the US Navy?s goal of developing a second source for submarine main storage batteries using commercial Valve Regulated Lead Acid (VRLA) technology. This procurement is for Phase III of that development process. It will consist of seven tasks as follows: (1) Continued review and analysis of results from battery testing initiated under Phase 1. (2) Specify and Procure test equipment appropriate for testing of submarine cells. (3) Optimize manufacturing processes via cell builds. (4) Provide a minimum of 6 cells of both B-cells and C-cells in trays to NSWC Crane for testing. (5) Provide a complete set of batteries for use at a training site, or as otherwise determined by NSWC - Crane. (6) Undertake a technology improvement task under which will design and produce cells that maximize the volumetric energy/power density of the cells. (7) Work with selected tray vendor to have the capability to produce the required cell trays. The period of performance is estimated to be 30 months. This will be a firm-fixed price contract. The Navy intends to solicit and negotiate this contract on a sole-source basis with Enersys Energy Products, Inc. Warrensburg, MO based on FAR 6.302-1, only one source capable of meeting the Government?s requirements. This procurement will not be processed in accordance with FAR Part 12 procedures, acquisition of commercial items. The applicable NAICS Classification is 541330 and the size standard is $20M.
