- The U.S. Fish and Wildlife Service have a requirement to purchase three Lo-Lift brand w/gearheads and shafts Pumps. The pumps will be used to regulate water on approximately 5,000-7,000 acres of the Refuge. As authorized by parts 12 and 13 (13.106-1(b)) of the Federal Acquisition Regulation (48CFR Chapter1), we intend to purchase these Lo-Lift Pumps from Welsh Equipment Company, Inc, Welsh, LA, this is due in part that this vendor is a local manufacturer and the Lo-Lift are virtually the only pumps readily serviced in this geographic area. One of the pumps will be used to regulate water in one of our high public use areas (Pintail Wildlife Drive) and on adjacent private properties. It is imperative that a readily available source of parts and service knowledge to maintain these important pumps is locally available. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 4:00 p.m. local time on 05/22/2006. Faxed responses are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
