Description
This announcement is notice of intent to award a sole source purchase order in accordance with FAR 6.302-1. The item to be purchased as a sole source is professional administrative support (consultation) services from the University of Texas in Arlington for consultation on hydropower design/repair under solicitation W9126G-06-R-0031. UTA is the the foremost hy dropower expert in this part of the country. The work to be performed is considered follow-on work, therefore the government has determined UTA offers a unique source of supply due to their unique capabilities in working with the hydropower progam at the Lake Whitney Powerhouse The North American Industrial Classification System (NAICS) code is 541330, business size standard is NTE $4,000,000.000. The sole source contractor is UNIVERSITY OF TEXAS IN ARLINGTON, 701 S. NEDDERMAN ARLINGTON TX, 76019-0136. UTA is the foremost authority in hydropower design/detail in our area. The contractor shall perform on-site consulting services at Lake Whitney, the Fort Worth District, and from his home office in support of the source selection/evaluation of proposals under solicitation W9126G-06-R-0031. The contractor shall be a non-voting member of the source selection board offering his expertise in all aspects of the Lake Whitney turbine generator(s) repair, rebuild, and design. In accordance with IAW FAR 6.302-1(b)(i) and (ii), the University of Texas in Arlington offers a unique service available only from UTA due to the following capabilities and credentials: The contractor has a PhD in Electrical Engineering. The contractor maintains a Professional Engineer (PE) license. The contractor is familiar with system operation of Whitneys Power Plant facility. a. The contractor designed the high impedance grounding currently installed. b. The contractor has performed a coordination study of the protective relaying system. c. The contractor designed the protective relaying currently in installed. d. The contractor assisted the Fort Worth District with BCOE (Biddability, Constructibility, Operability, and Environmental) review of the Turbine Generator. The contractor has reviewed of the turbine generator Specification under a previous contract and submitted a report of findings the specifications. e. The contractor has provided consultation services on other generating plant facilities and electric utilities. If no comments are received in response to this notice by the closing date 22 May 2006 8 A.M, a purchase order will be issued to the above named sole source.
