This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes a re being requested and a written solicitation will not be issued. Solicitation Number #: W9124X-06-T-0009 is being issued as a Request for Quotation (RFQ). PURCHASE REQUEST NUMBER: W65KUH60800001 SPECIFICATIONS FOR CLIN 0001  0002 are as follows: USPFO NV ANG Electric Upgrade Backup Electrical Systems  Equipment Purchase SECTION 16235A  ENGINE GENERATOR BID SPECIFICATIONS PART 1 GENERAL 1.1 SUMMARY A. Section includes engine generator set, radiator mounted load bank, enclosure, exhaust silencer and fittings, fuel fittings and base fuel tank, fuel transfer pump, batteries, and charger. B. Generator set shall be delivered to the site in Carson City, Nevada. Generator set shall be fully assembled by the manufacturer with all required equipment as listed in the following specifications. 1.2 REFERENCES A. National Electrical Manufacturers Association: 1. NEMA 250 - Enclosures for Electrical Equipment (1000 Volts Maximum). 2. NEMA AB 1 - Molded Case Circuit Breakers and Molded Case Switches. 3. NETA ATS - Acceptance Testing Specifications for Electrical Power Distribution Equipment and Systems. C. National Fire Protection Association: 1. NFPA 30 - Flammable and Combustible Liquids Code. 2. NFPA 110 - Standard for Emergency and Standby Power Systems. 1.3 SYSTEM DESCRIPTION A. Description: Packaged engine generator assembly and accessories to provide source of power for Level 1 and 2 applications in accordance with NFPA 110. B. Capacity: 400 kW, 500 kVA at elevation of 4,500 feet above sea level, standby rating using specified engine cooling scheme. 1.4 SUBMITTALS A. General Conditions - Submittal Procedures: Submittal procedures. B. Shop Drawings: Indicate electrical characteristics and connection requirements. D. Test Reports: Indicate results of performance testing. E. Manufacturer's Field Reports: Indicate inspections, findings, and recommendations. 1.5 CLOSEOUT SUBMITTALS A. General Conditions - Execution Requirements: Closeout procedures. B. Operation and Maintenance Data: Submit instructions and service manuals for normal operation, routine maintenance, oil sampling and analysis for engine wear, and emergency maintenance procedures. 1.6 QUALIFICATIONS A. Manufacturer: Company specializing in ma nufacturing products specified in this section with minimum three years documented experience, and with service facilities within 100 miles of project. B. Supplier: Authorized distributor of specified manufacturer with minimum three years documented experience. 1.7 WARRANTY A. General Conditions - Execution Requirements: Product warranties and product bonds. B. The standby electric generating systems components engine-generators and instrumentation panels shall be warranted by the manufacturer against defective materials and factory workmanship for a period of five years or 1000 hours. Such defective parts s hall be repaired or replaced at the manufacturers option, free of charge. The warranty period shall commence when the standby systems are first placed into service. Multiple warranties for individual components (engines, alternators, controls, etc.) will not be acceptable. Satisfactory warranty documents must be provided. 1.8 MAINTENANCE SERVICE A. Furnish service and maintenance of engine generator for one year from Date of Completed Installation. Include instructions for routine maintenance requirements, two each, service manuals for engine and tank, oil sampling and analysis for engine wear an d emergency maintenance procedures. 1.9 MAINTENANCE MATERIALS A. General Conditions - Execution Requirements: Spare parts and maintenance products. B. Furnish one set of tools required for preventative maintenance of engine generator system. Package tools in adequately sized metal tool box. C. Furnish two of each fuel, oil and air filter element. PART 2 PRODUCTS 2.1 SERVICE CONDITIONS A. Temperature: 100 degrees F. B. Altitude: 4,500 feet . 2.2 ENGINE A. Manufacturers: 1. Cummins 2. Caterpillar 3. Detroit Diesel 4. Substitutions: ANG approved only. B. Product Description: Air-cooled in-line or V-type, four-stroke cycle, compression ignition Diesel internal combustion engine. C. Rating: Sufficient to operate under 10 percent overload for one hour in ambient of 100 degrees F degrees C at elevation of 4,500 feet. D. Fuel System: No. 2 fuel oil. E. Engine speed: 1800 rpm. F. Safety Devices: Engine shutdown on high water temperature, low oil pressure, overspeed, and engine overcrank. Limits as selected by manufacturer. G. Engine Starting: DC starting system with positive engagement, number and voltage of starter motors in accordance with manufacturer's instructions. Furnish remote starting control circuit, with MANUAL-OFF-REMOTE selector switch on engine-generator contr ol panel. 05180 ADW 012006 ENGINE GENERATORS 16235A - 3 USPFO NV ANG Electric Upgrade Backup Electrical Systems  Equipment Purchase H. Engine Jacket Heater: Thermal circulation type water heater with integral thermostatic control, sized to maintain engine jacket water at 90 degrees F (32 degrees C) , and suitable for operation on 120 volts AC. I. Radiator: A unit mounted radiator using glycol coolant, with blower type fan, sized to maintain safe engine temperature in ambient temperature of 110 degrees F (43 degrees C). Radiator air flow restriction 0.5 inches of water (1.25 Pa) maximum. The c ooling system shall be supplied with corrosion inhibitor. A radiator duct adapter shall be provided to allow for direct exhausting of used cooling air. J. Engine Lubrication System: The engine shall be furnished with a gear type lube oil pump that will furnish oil pressure to moving parts. Fuel flow lube oil filters shall be provided in addition to a bypass valve that will allow lube oil circulation in t he event of a failure of the filtering system. Lube oil shall be provided as recommended by the engine manufacturer for job conditions. K. Engine Accessories: Fuel filter, lube oil filter, int ake air filter, lube oil cooler, fuel transfer pump, fuel priming pump, gear-driven water pump. Furnish fuel pressure gage, water temperature gage, and lube oil pressure gage on engine/generator control panel. L. Mounting: Furnish unit with suitable spring-type vibration isolators and mount on structural steel base. 2.3 GENERATOR A. Manufacturers: 1. Cummins/Onan 2. Caterpillar 3. Kohler 4. Substitutions: ANG approved only. B. Product Description: NEMA MG1, three phase, four pole, reconnectable brushless synchronous generator with brushless exciter. C. Rating: 400 kW, 500 kVA, at 0.8 power factor, 120Y/208 volts, 60Hz at 1800 rpm. D. Insulation Class: F. E. Temperature Rise: 130 degrees C Standby. F. Enclosure: NEMA MG1, Level 2 Sound attenuated, with a maximum of 68dBA at 23 feet. G. Voltage Regulation: Furnish generator mounted volts per hertz exciter-regulator to match engine and generator characteristics, with voltage regulation plus or minus 1 percent from no load to full load. Load Bank Connection: Furnish generator with complete accessories for connection of radiator mounted load bank. 2.4 GOVERNOR A. Product Description: Electronic governor to maintain engine speed within 0.5 percent, steady state, and 5 percent, no load to full load, with recovery to steady state within 2 seconds following sudden load changes. Equip governor with means for manual operation and adjustment. 2.5 ACCESSORIES A. Base Mounted Fuel Tank: 250 gallon steel tank, with float switch, fill and vent. Tank shall be pressurized at 2.5 psi and leak checked to ensure integrity of weld seams per UL 142 standards prior to shipment. Provide emergency pressure relief vent cap. B. Exhaust Silencer: An exhaust silencer shall be furnished of heavy duty all welded construction, for stationary engine application. The silencer shall attenuate exhaust noise to levels to 68dBA at 23 feet. A seamless stainless steel flexible exhaust con nector shall be provided. It shall be a minimum of 18 inches long. The entire exhaust system and silencer shall be supported independently (on the housing assembly of the generator set) to prevent transmission of vibration and allow for expansion. Long rad ius low restriction fittings will be used throughout. C. Batteries: Heavy duty, diesel starting type lead-acid storage batteries, 170 ampere-hours minimum capacity. Match battery voltage to starting system. Furnish cables and clamps. D. Battery Tray: Treated for electrolyte resistance, constructed to contain spillage. E. Battery Charger: Current limiting type designed to float at 2.17 volts for each cell and equalize at 2.33 volts for each cell. Furnish overload protection, full wave rectifier, DC voltmeter and ammeter, and 120 volts AC fused input. Furnish wall mounte d enclosure to meet NEMA 250, Type 1 requirements. F. Line Circuit Breaker: 1200 Amp, 3 Pole, 208Volt, 50,000 AIC, NEMA AB 1, molded case circuit breaker on generator output with integral thermal and instantaneous magnetic trip in each pole. Furnish battery voltage operated shunt trip, connected to open c ircuit breaker on engine failure. Unit mount in enclosure to meet NEMA 250, Type 1 requirements. G. Engine-Generator Control Panel: NEMA 250, Type 1 generator-mounted control panel enclosure with engine and generator controls and indicators. Furnish provision for padlock and the following equipment and features: 1. Frequency Meter: 45-65 Hz. range, 3.5 inch (89 mm) dial. 2. Push-to-test indicator lamps, one each for low oil pressure, high water temperature, overspeed, and overcrank. 6. Engine start/stop selector switch. 7. Engine running time meter. 8. Oil pressure gage. 9. Water temperature gage. 10. Auxiliary Relay: 3PDT, operates when engine runs, with contact terminals prewired to terminal strip. 11. Additional visual indicators and alarms in accordance with by NFPA 110. 12. Remote Alarm Contacts: Factory wire SPDT contacts to terminal strip for remote alarm functions in accordance with NFPA 110. H. Weather-protective Sound Attenuated Enclosure: Reinforced steel housing allowing access to control panel and service points, with lockable doors and panels. Furnish fixed louvers, fuel tank (size per 2.5A), battery rack, and silencer. The unit complete d generator assembly shall have an audible noise level lower than 68 dB at a distance of 23 feet from the generator frame. Audible noise shall be defined as the frequency spectrum between 20 and 20,000 hertz. The sound measurement shall be measured at the jobsite by the manufacturer to document compliance. Bid documentation shall include an estimated sound design level. I. Load Bank: Complete load bank, automatic 4 step for pacing resistive load on generator. 208 volts 3 phase 200 KW, radiator mounted. The steps shall be switched so that loading of the generator is never below 50% of its rating, nor above 100% of its rat ing (adjustable or programmable current pick-up settings are required). Furnish complete with circuit breaker, transfer switches, safety disconnect, ventilation fans and enclosure. J. Fuel transfer pump: Electric fuel pump and all controls shall be provided with generator and intergral to the generator enclosure. Pump GPM transfer rate shall be 10% above the generator maximum fuel consumption rate 100% loaded. K. Remote Annunciater Panel: Flush mounted panel with brushed stainless steel finish. Furnish audible and visible indicators and alarms in accordance with NFPA110. PART 3 EXECUTION 3.1 FACTORY TESTING A. The generator sets shall be tested and Performance Assurance Certifications shall be completed at the factory on the units. The test metering shall have an accuracy of 1% or better, and the metering used in testing shall be regularly calibrated and tra ceable to the National Bureau of Standards. All tests shall be performed in accordance with the following methods: IEEE 115 or MIL STD 705. B. Factory tests shall include but not be limited to the following: 1. Full-rated load at rated PF and maximum load to verify engine power, overload and maximum capability. 2. KVA, kilowatts, amperes, voltage, frequency, and voltage transients at ? and rated load frequency at: no load, full load rated and maximum output. 3. Regulator range (adjust), phase sequence, phase voltage balance. 4. Stator and exciter field resistance. 5. Insulation test, generator field, exciter armature, exciter field, generator armature or stator. 6. Dielectric test, generator field, exciter armature, exciter field, generator armature or stator. 7. All safety shutdown and automatic controls. C. Standard testing includes portions of MIL-STD-705: 1. After installation by others, the start-up of engine generator sets and automatic transfer switches will be performed by an authorized service station of the manufacturer. The test will include instruction to personnel of normal maintenance and operati on under load. 3.3 INSTALLATION TEST D. After completion of installation by others, the Supplier shall provide a unit test in the presence of the Engineer/Owner by carrying the total emergency generator load for a period of 4 hours. During this time the manufacturers representative shall lo g every ? hour voltage, current, frequency, engine temperature and outside temperature. E. General Conditions - Execution Requirements: Final cleaning. B. Manufacturers Technician shall clean engine and generator surfaces and replace oil and fuel filters with new. 3.5 DEMONSTRATION AND TRAINING A. Furnish 2 hours of instruction each for two persons, to be conducted at project site with manufacturer's representative. B. Simulate power outage by interrupting normal source, and demonstrate system operates to provide emergency and standby power.
