Description
The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Ibis Therapeutics, a Division of Isis Pharmaceuticals, 1891 Rutherford Road, Carlsbad CA 92008. The FBI intends to solicit and negotiate this contract on a sole-source basis, in accordance with FAR 6.302-1(b)(4)(c), only one source capable of meeting the Government?s requirements. Based on extensive testing and market research conducted with knowledgeable individuals in Government and the related industry, only one responsible source can provide the requested services. Ibis Therapeutics is the only know source that can provide the services that meet the requirements of the FBI. Ibis Therapeutics will provide the necessary materials and labor for the development of Electrospray Ionization Mass Spectrometry (ESI-MS) Techniques for Forensic Applications. The objective of this project is for Ibis Therapeutics to provide the FBI with an alternative method for mitochondrial DNA (mtDNA) genotyping using time-of-flight-mass spectrometry and electrospray ionization and accurately determine base compositions to help streamline current mtDNA methods. This requirement will also include on-site training for the new methods of analyzing DNA samples and development of a collaborative effort for follow-on study and improvements to the technology. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 9:00 AM, EST, Monday, July 3, 2006, via email only to the attention of Ms. Lynda M. Theisen, Contracting Officer, at lmtheisen@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System number is 541710, the size standard is 500 employees. This requirement is considered noncommercial in nature and any resultant contract will be awarded in accordance with FAR Part 15. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
