Description
The Federal Bureau of Prisons has a future requirement for Electrical utility services at a proposed Federal Correctional Institution and a Prison Camp to be located near the City of Berlin, Coos County, New Hampshire. The facility will house approximately 1,400 inmates in a Federal Correctional Institution (FCI) and a minimum security satellite Federal Prison Camp (FPC). Also included, are auxiliary facilities to serve various components of the facility including administrative structures, staff training facilities, warehouses, central utility plant and other generic institution elements. The North American Industrial Classification System (NAICS) code is 221122 (Size Standard: 4 million megawatt hours). This sources sought synopsis is for the purpose of conducting market research to determine interest and capability of potential sources for this requirement. Do not submit capability statements. All information submitted in response to this announcement is voluntary. The government will not pay for information requested nor will it compensate a respondent for any cost incurred in developing information provided to the Government. The Market Survey, which includes instructions for submitting a proposal, will be available on or about May 1, 2006. Requests for the market survey should be faxed and then mailed to Larry D. Sayles, Contracting Officer, at the address and number listed below. Do not send a P.O. Box Address. The contractor shall provide electric service to accommodate an estimated annual usage of 19,000,000 kWh, with an estimated energy demand of 4,500kW and an estimated connected load of 6,500 kW. The contractor will be responsible for providing and coordinating all services required to deliver the electric service to the designated service point. A permanent electric service connection shall be available by June 1, 2008. A permanent service commencement date of December 1, 2008 is required. The resulting contract will be a firm-fixed price with economic adjustments and shall have a performance period of a minimum of one year and maximum of ten years duration. The following factors shall be used to evaluate offers. The evaluation factors with the exception of price are listed in descending order of importance: past performance, technical, small business subcontracting and price. All responsible sources may submit an offer which shall be considered by the Agency. This solicitation is unrestricted. The solicitation and all subsequent information, including amendments will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fbo.gov. This site provides downloading instructions. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Hard copies of this solicitation will not be available. However, should the market research reveal that there is only one source available to provide electrical services to the new institution, all information pertaining to the solicitation will be disseminated by mail in hard copy format.
