- This is a Combined/Solicitation for Commercial Items in accordance with the format in Federal Acquisition Regulations (FAR) subpart 12.6 as supplemented with additional information included with this notice. This notice constitutes the ONLY SOLICITATION. Price Quotes are being requested and a written solicitation WILL NOT be issued. This solicitation HSCG81-06-Q-334070 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated Provisions and Clauses are those in effect through Federal Acquisition Circular 2005-08. FAR clauses and provisions are available via internet address: http://www.arnet.gov.gov/far/. This RFQ is being solicited as UNRESTRICTED. The North American Industry Classification System is 334290 and Small Business Size Standard is 750 Employees. ITEM DESCRIPTION and QUANTITIES are as indicated: PN: 1138-001-2 1.2M Quick Deploy Antenna Series 1138, to include 2 Piece Reflector w/lightweight Compact Aluminum Pedestal Mount, and two(2) Hard Shipping Cases, 3 ea. (one each being shipped to each location). ACCEPTANCE: Destination(s), F.O.B: Destination, delivery to: ESU Boston, 427 Commercial St., Boston, MA 02109, ESU Cleveland, 1240 E. 9th St., Cleveland, OH 44199, and ESU New Orleans, 4400 Dauphine St., New Orleans, LA 70146. BRAND NAME, NO EQUAL OR SUBSTITUTES, items are being procured as replacement parts for a Tachyon based Satellite System. Federal Acquisition Regulations (FAR) Provisions that applies to this RFQ: 52.212-1, Instruction to Offeror-Commercial Items (Jan 2006), 52,212-2, Evaluation-Commercial Items (Jan 1999), and 52.212-5, Facsimile Proposals (Oct 1997). The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforming to this solicitation to the responsive, responsible offeror whose offer conforming to this solicitation will be MOST advantageous to the Government, Price and other factors considered. The following factors shall be used to evaluate offers: PRICE, DELIVERY, and PAST PERFORMANCE FACTORS (please provide Points of Contacts, Telephone Numbers, and the Types of Supplies of which contracts have been satisfactorily completed of at least 3 current references). 52.212-3, Offerors Representations and Certifications-Commercial Items (Mar 2005), (Note: As of Jan. 1, 2005 Online Representations and Certifications Application (ORCA) has become mandatory and is available through the Business Partner Network (BPN) at http://www.bpn.gov/). Contractors who are registered with ORCA will no longer be required to submit hard copies of Representations and Certifications (Reps & Certs). If NOT registered, the contractor can upload their Reps & Certs to ORCA. Contractor must have an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN). NO CONSIDERATION WILL BE GIVEN TO QUOTES LACKING THIS SOLICITATION. Federal Acquisition Regulations (FAR) Clauses that applies to this RFQ: 52.212-4, Contract Terms and Conditions-Commercial Items (Sept. 2005), 52.212-5, Contract Terms and Conditions Required to Supplement Statues or Executive Orders-Commercial Items (Feb 2006) applies as follows: paragraph (b) (1), (7), (14), (15), (16), (17), (18), (19), (20), (23), and (31). In compliance with the said clauses, the following additional FAR Clauses 52.252-2, Clauses Incorporated by Reference (Feb 1998) as part of and apply to the RFQ: 52.247-32, F.O.B. Origin, Freight Prepaid (Jun 1988), and 52.247-34, F.O.B. Destination (Nov 1991).
