- The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), is providing a DRAFT Performance Work Statement (PWS) for public comment. This comment opportunity stems from the September 30, 2005 Special Notice regarding the competitive sourcing study for research and development activities at the Albany Research Center located in Albany, Oregon. DOE plans to use the information that results from public comment to improve the understanding of the Government requirements in order to finalize the acquisition strategy for the prospective procurement. In a separate initiative, the DOE/NETL is conducting a market survey in parallel to this comment opportunity. This draft PWS also includes all draft technical exhibits. The DOE/NETL is offering a specified period for any and all comments regarding these documents. These documents can be downloaded from this site, which is the official point of notification to the public. All feedback provided will be taken into consideration. However, the DOE/NETL reserves the right not to utilize the comments or any other information provided. This opportunity to comment DOES NOT constitute a request for proposal and in no way obligates the Government to award any contractual arrangement. The DOE will not be responsible for any costs incurred by responding to this comment opportunity. All responses to this notice are due via the DOE Industry Interactive Procurement System (IIPS) at http://e-center.doe.gov no later than 4:00 P.M. Eastern Time, June 6, 2006. Questions and/or comments regarding the draft PWS or technical exhibits submitted after the date and time designated herein may not be considered. Instructions on how to ???Submit Questions??? can be found in the IIPS User???s Guide located under the ???Help??? link on the web site listed above.
