Description
The Center for Information Security Services intends to negotiate on behalf of its customer, on a sole source basis with a commercial small business, LTU Technologies of Washington, D.C., for professional services labor categories in support of LTU’s Image-Filter and Image Seeker Software. The contract intended is under the terms of FAR Part 13, Commercial Items Test Program. The contract will cover unique reliability characteristics required for this customer. The period of performance shall be one year from date of award. LTU Technologies is the only known source capable of providing the required software services. This action is taken under the authority of 41 U.S.C. 253c(1), as set forth in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, proposals received, within 5 days will be considered by the Government. A determination by the Government not to compete this proposed contract, based upon responses to this notice is solely within the discretion of the Government. Project Engineer 1. Commercial Job Title: Project Engineer Minimum/General Experience: Five to Ten (5-10) years of experience in the participation and/or management of specialized information technology-related; engineering and/or scientific programs. Functional Responsibility: The Project Engineer provides services and/or training to set-up, integrate, test and verify prototype and eventually production system in accordance with agreed upon government practices and standards. The Project Engineer will also provide training sessions to enable client engineers (government) to maintain and configure the system on their own as needed. Likewise, the Project Engineer is responsible for delivering all standard documentation for control, configuration, security and maintenance of delivered LTU Image-SeekerTM and Image- FilterTM products. Finally, the Project Engineer is responsible for communicating practical examples of system functionality addressed during training sessions; additional technical documentation; or white papers that may be provided to the client upon request. Minimum Education: Masters Degree in a management/business/engineering or related IT field and a bachelor.s degree in an engineering or scientific field. Algorithm Consulting 2. Commercial Job Title: Algorithm Consultant Minimum/General Experience: Ten (10) years of experience in the creation and/or evaluation of specialized mathematic formulas for use in information technology-related; engineering and/or scientific programs. Functional Responsibility: The Algorithm Consultant is dedicated to evaluating and optimizing LTU.s core search technology to optimize its use in our client.s environment. To achieve this, the Algorithm Consultant evaluates and improves the quality of search results and query response times. Often the Algorithm Consultant will be tasked with auditing and optimizing a given client environment by building a .ground truth. of what the client expects. Likewise, the Algorithm Consultant will be in charge of building suspect categories or suspect image sets for us in system prototype development. The Algorithm Consultant is also the conduit to LTU.s R&D team in order to: Train the system to recognize new categories of objects; Assess the results and quality of the client.s data set, for image retrieval, matching, recognition or keyword suggestion; Provide the right algorithmic and image-recognition expertise to optimize the accuracy and the performance of the system; and Provide high level system expertise on how to use the various available technologies to solve the client.s problems. Minimum Education: Masters Degree (Ph.D. often available) in mathematics/image recognition/applied engineering or related scientific field.
