- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing Joint Program Office (JPO) for the design, development, fabrication, and testing of 17 each of the following three different Gust Lock types: Flaperon Gust Locks, Elevator Gust Locks, and Rudder Gust Locks as well as associated technical data in support of the V-22 Osprey Aircraft. The Government intends to procure this equipment under the authority of 10 USC 2304( c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. This is newly identified support equipment (SE) for which Bell-Boeing, the original aircraft equipment manufacturer, has developed the required data. The Government is not in possession of this necessary design and development information. Bell-Boeing is the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to successfully develop and manufacture the required Gust Locks and provide the hardware integration required to support the V-22 Aircraft.
